JOB DESCRIPTION The Head: NWPP & WPO will lead a team of financial, technical and legal infrastructure development experts to provide a coherent and structured approach to developing various sub-water programmes.
FUNCTIONAL STRUCTURE: NWPP & WPO The NWPP & WPO will be housed at the DBSA. The Head: NWPP & WPO will report on strategic matters to NWPP Oversight Committee (OSC), which is made up of representatives of the DWS SALGA and the DBSA, chaired by the DWS. On all operational matters, the Head: NWPP & WPO will report to the Group Executive: Project Preparation Division.
KEY RESPONSIBILITIES Strategic Outputs 1. In collaboration with DWS, SALGA and the DBSA, amongst others: 2. Establish the NWPP & WPO within the DBSA to oversee the Water Programme. 3. Identify and develop projects to form part of the Water Programme 4. Source funding for the design, preparation and implementation of the Water Programme from relevant and applicable local and international climate finance institutions. 5. Provide centralised oversight and expertise on the Water Programmes. 6. Develop and submit the NWPP short-, medium- and long-term plan/s for approval by the OSC; and develop and implement associated execution plans and processes for the NWPP. 7. Accountable for the achievement of financial and non-financial targets of the NWPP. Investigate and put together model/s and plan/s to ensure financial sustainability of the NWPP for OSC approval. 8. Facilitate a partnership between the public and private sector to ensure increased involvement of the private sector across the water sector. 9. Resource the NWPP & WPO with the required skills and expertise to perform the work required for successful implementation of the programme. 10. Harness business development opportunities which could include the mobilising of funding for development from the private sector, public sectors and donors 11. Identify and advise on joint ventures, investment opportunities and management consulting projects. 12. Expand and manage NWPP’s development support programmes in order to ensure these are developmentally and financially sustainable 13. Manage issues, risks and programme change requests to ensure successful and on-time programme delivery. 14. Provide status reporting regarding programme milestones, deliverable, dependencies, risks and issues, communicating across leadership and identified stakeholders. 15. Practice, promote and entrench ethical decision-making processes, practices and good governance principles that protect the integrity of the DBSA, DWS and SALGA.
Technical outputs 1. Conduct a macro market needs analysis for the water sector. 2. Plan the programme/s with estimated annual and multi-year budgets 3. Implement projects derived from the programmes. 4. Develop and implement various technical and funding models 5. Responsible for ensuring compliance with legislative and regulatory requirements and propose amendments where applicable 6. Invite and co-opt participation of municipalities in the programme 7. Establish a relationship between NWPP & WPO and the institutional level implementer and enter into agreements with each participating municipality 8. Develop a procurement strategy and plan to implement feasibility studies for the respective sub-programmes & implement projects developed through the WPO sub programmes. 9. Act as the Secretariat to the OSC.
Stakeholder Management & Support 1. Manage complex stakeholder relations and maintain effective relationships with the OSC, DWS, SALGA, DBSA Executive Committee and employees of the Bank. 2. Manage relationships with relevant infrastructure planning stakeholders, partners, customers and lead promoters to increase the NWPP’s reach, influence and impact in water infrastructure implementation within the country. 3. Establish and maintain strategic partnerships, networks and alliances aimed at enhancing the NWPP’s development support role.
People Management 1. Provide direction and management to the direct reports to enable the execution the strategy and manage their portfolios effectively. 2. Attract, retain, and develop top-calibre talent. Develop and maintain sufficient depth in all critical functions, minimizing "key-man" risk. 3. Optimise skills usage within the NWPP. 4. Accountable for performance management of all direct reports, managing their performance in relation to quality standards and agreed benchmarks and objectives, focusing on all aspects of sound people management. 5. Develop the skills and abilities of all team members, with the result that they perform to at their highest potential and optimize their current and future job performance. 6. Key measurements of outputs 1. Successful establishment of the NWPP & WPO within the DBSA 2. Approved NWPP short-, medium- and long-term plan/s by the OSC. 3. Number of projects identified, developed and implemented. 4. Value of funding sourced for the design, preparation and implementation of the Water Programme from relevant and applicable local and international climate finance institutions. 5. Number of catalysed opportunities resulting in a robust pipeline of bankable projects. 6. Successful oversight, management and implementation of agreed projects / programmes: 7. Percentage of performance targets met as per business plan. 8. Quality of delivery of projects / programmes 9. Investor satisfaction of invested projects / programmes 10. Quality of presentations and reports. 11. Effective performance management of NWPP and Functional Leads. 12. Strong culture of performance and delivery in NWPP 13. REQUIREMENTS FOR THIS JOB |
EXPERTISE & TECHNICAL COMPETENCIES Minimum Requirements: 1. A degree in Engineering or Master’s in Development Finance or Master’s in Business Administration, BCom Finance, 2. A minimum of 5 years' experience at management level and 15 years’ relevant experience in a similar job role. 3. A minimum of 5 years’ demonstrable experience in water infrastructure/sector. 4. Experience raising capital for infrastructure projects will be a distinct advantage. 5. Proven ability in developing water projects in the areas of wastewater treatment, bulk water supply and water reticulation. 6. Demonstrable track record of effective leadership of large projects and stakeholder management. 7. Proven expertise in originating and delivering on project development advisory assignments. 8. Demonstrate sound knowledge and understanding of relevant legislation, regulations, policies, systems and procedures governing the water sector and how it relates to provision of water services by municipalities. 9. Seasoned and well networked 'Relationship Manager' with experience in building strong partnerships with external stakeholders, partners and investors in South Africa and Africa for business benefit. 10. Demonstrable experience in identifying client challenges and playing an active part in finding innovative solutions. 11. Experienced communicator and negotiator (expertise at senior level). 12. Demonstrated ability to lead complex strategic initiatives and projects to successful execution. 13. Proven experience in working with senior stakeholders in highly political environments in South Africa. 14. Flexibility to be redeployed to a similar role within another sector/geography as per business requirements
Desirable: 1. A qualification in Project/Programme Management 2. ECSA and/or other relevant professional registration
