JOB DESCRIPTION 1. To lead and manage the development of specific energy programmes / projects, while contributing to securing long term business objectives and sustaining overall programme / project success, in line with the overall IPP Office strategy. 2. Deliver the required number of International standard procurement documentation, projects and programmes, and signed agreements for assigned technology type within the time constraints set by the Department of Mineral Resources and Energy (DMRE), including the support to the DMRE to manage the implementation of these projects and programmes.
KEY RESPONSIBILITIES Strategic Programme Development and Management: 1. Develop and implement strategies to advance programmes of projects relating to the procurement and generation of energy 2. Manage the development and implementation of annual strategic action plans to release tenders on the open market 3. Formulate broad goals, policies, approaches and deploy strategic plans to address new, innovative ways of addressing Policy and Programme challenges within the IPPO programmes, in partnership with all relevant IPP functions and external parties 4. Translate the IPP Office strategic initiatives into the design and implementation of required Programme policies, standards, systems, practices and resources 5. Incorporate international best practice, national policies and Industry guidelines into draft of all Request-For-Proposals 6. Manage, coordinate and oversee the release of the tenders into the market
Tactical Programme execution: 1. Drive the execution of the Programme mandate through communication with and tactically deploying the programme team to achieve strategic outcomes 2. Plan, co-ordinate, oversee and manage the bid submission and receipt as well as the bid window process 3. Appoint a multi-disciplinary internal and external team to deliver the Programmes timeously 4. Engage with Government to facilitate and and obtain a range of approvals (i.e. government support frameworks, gerneration licenses) in conjunctin with the DMRE, DoPE, NERSA and NT.
Relationship Management: Advise and support both the Head of the IPP Office and the COO on the compilation of presentation content regarding programmes
Stakeholder Negotiations: 1. Negotiate with the Department of Trade and Industry on programme / project pricing and supporting guarantees 2. Facilitate non-resolution of negotiations between interested parties (i.e. Eskom, NERSA, and IPP’s)
Staff and Departmental Management: 1. Create conducive conditions to enable team performance (i.e. team spirit, providing the right structure, involving the team in decision making) 2. Identify needs for skills and capacity building and motivate for staff to be trained 3. Identify and develop talent to grow the required Programmes competencies within the IPP Office 4. Coach and develop leaders/successors
