Closing Date 2023/05/19 Reference Number DBS230412-1 Job Title Programme Manager (x2) – Partner A District (Fixed Term Contract) [Midrand] Job Grade 17 Job Type Classification Contract Location - Town / City Midrand Location - Province Gauteng Location - Country South Africa JOB DESCRIPTION The DBSA approved the PaD Programme with the intention of partnering with 15 SA Districts (about 75 Municipalitiesin the next 3 years to increase sustainable development outcomes in the districts through an integrated programmatic and partnership approach.
The role of the Programme Manager is to prepare, deliver and manage multiple projects on behalf the PaD Programme.
KEY RESPONSIBILITIES Programme Management: 1. Formulate, organize and monitor intra- and inter-district programs and projects 2. Decide on suitable strategies and objectives for the execution of the programs and projects 3. Lead and evaluate project managers and other staff within the cluster 4. Coordinate and manage a cluster of districts and portfolio of large-scale infrastructure projects and programmes as well as capacity development projects involving multiple stakeholders from cradle to completion. 5. Oversee the design, development and management of complex project / programme plans, budgets, resources and dynamic scope and deliverables according to the clients and funders agreements. 6. Effectively providing key stakeholders/partners comfort that their investment on agreed projects / programmes will be successfully and timeously completed. 7. Identify and implement measures to prevent project / programme delays by actively engaging and managing multiple project / programme offices. 8. Facilitate project costing and cost control methodologies and procedures to ensure that projects / programmes are completed within budget and time. 9. Design and review the implementation of projects / programmes including: 1) the preparation estimates and detailed programme plans for all phases of the programme 2) implementation plans with outputs, activities, responsibilities and time frames 3) programme budget and report against budget. 4) resource plan and allocate responsibilities 5) supporting and aligning PaD programmes and work plans.
10. Map key programme dependencies and the interfaces between projects and facilitate cohesive project interfaces and collaboration. 11. Manage the programme in line with the overarching policies, frameworks and master plans in the Local Government structures. 12. Monitor project / programme progress. 13. Manage issues, risks and programme change requests to ensure successful and on-time program delivery. 14. Procure adequate resources to achieve programme objectives in planned timeframes. 15. Provide status reporting regarding programme milestones, deliverable, dependencies, risks and issues, communicating across leadership and identified stakeholders. 16. Manage programme scope and changes. Identify and implement expediting measures to prevent project delays by actively engaging and managing contractors/architects/service providers. 17. Build database to record all projects / programmes. System to have the ability to collect data from various sources from internal and external to the DBSA. System to provide the capability to provide full data analysis and reports. 18. Develop and support the implementation including improvement of project management methodologies, tools and standards. Ensure utilisation of project management methodologies and information systems. 19. Where applicable manage and oversee the project programme contract management: 20. Implement contract management policy, practices, procedures and system. 21. Determine the appropriate execution and contract strategies in relation to known facts of the project and the maturity level of the projects in the Programme ensuring minimum risks to the programme. 22. Ensure implementation of safety, health and environmental standards by contractors in compliance to the requirements and guidelines of the DBSA. 23. Keep contractors fully informed of all changes or modifications to requirements regarding contracting, both legislative and those of the DBSA. 24. Follow up and ensure the resolving of contractual breaches / non-compliance. 25. Perform other strategic and other duties as assigned.
Stakeholder Management: 1. Build and manage relationships at various levels with the project stakeholders, partners in accordance with the PaD development objectives and stakeholder relations and communication strategy. 2. Establish and maintain strategic partnerships, networks and alliances aimed at enhancing the Bank’s development support role.
People Management: 1. Provide direction and guidance to the direct reports to enable the execution and management of their portfolios effectively. 2. Facilitate team development while holding teams accountable for their commitment to ensure strong team delivery. 3. Conduct performance management for all direct reports, managing their performance in relation to quality standards and agreed benchmarks and objectives, in line with sound performance management principles. 4. Provide transferable skills, frameworks and toolkits to promote empowerment of the team. 5. Promote DBSA values and a culture of High Performance within the areas of responsibility. 6. Manage, coach and mentor project management resources.
Key Measurements of Outputs 1. Successful oversight, management and implementation of agreed projects / programmes: 1) Percentage of performance targets met as per PaD execution plan 2) Quality of delivery of projects
2. Appropriate facilities and logistics are in place for the PaD Programme. 3. Stakeholder/Partners satisfaction on agreed projects / programmes 4. Quality of presentations and reports. Clean audit 5. Successful oversight, management and implementation of agreed projects / programmes: 1) Percentage of performance targets met as per business plan 2) Quality of delivery of projects / programmes 3) Quality of presentations and reports.

REQUIREMENTS FOR THIS JOB |
EXPERTISE & TECHNICAL COMPETENCIES Minimum Requirements 1. A post-graduate degree in the Built Environment or Business Management 2. A project management qualification and professional accreditation with the Project Management Institute is required at an NQF Level 6. 3. Advanced technical experience with Project 4. Management tools such Microsoft Project and Planner 5. A minimum of 10 years demonstrated work experience as a Programme Manager or similar role 6. A minimum of 5 years post-accreditation experience in a similar job function at a programme level as well as the skills to manage teams of professionals 7. Knowledge and understanding of all legislation relevant to the business of DBSA (i.e. PFMA, MFMA, PPPFA, etc.) 8. Strong knowledge and experience in working with local government planning cycle and processes. 9. Demonstrable track record of working with high-level government stakeholders. 10. Comprehensive knowledge of the complex regulatory environments of municipalities/metros, state-owned enterprises and other government entities in South Africa. 11. Proven ability to put yourself in the client’s shoes and understand the motivations that underlies behaviours of interest. 12. Demonstrated ability to lead complex strategic initiatives and projects to successful completion.
