INTRODUCTION The Caribbean Development Bank (CDB/the Bank) has an exciting opportunity for a Chief Strategy & Accountability Officer (CSAO) who will be the lead architect of the Bank’s strategy. The CSAO will also lead the process of identifying, cultivating, and managing ongoing partnerships across the development ecosystem and strengthening the accountability and performance culture of the Bank. THE STRATEGY & ACCOUNTABILITY OFFICE The Strategy and Accountability Office is the focal point for driving strategy and partnerships and expanding the Bank’s memberships. This newly created Office requires a leader who can move quickly to operationalise its functions and secure engagement across the Bank. The Office will support leaders in meeting the Bank's development mandate through a well-designed accountability and corporate performance reporting framework that brings performance transparency and holds people to their commitments. Driving these accountabilities require strategic agility and collaboration, as other leaders contribute significantly to the associated outcomes. THE ROLE 1. The CSAO will provide effective leadership toward CDB’s Strategic Goals by further crystalising the organisation’s role as a changemaker and provoker in the development space. 2. This role will be highly visible within the Bank and requires a collaborative professional to lead with initiative and tenacity. 3. The CSAO must be a multi-disciplinary thinker who can serve as the connective tissue between departments, their strategies and the resources that support them. As the principal futurist of the Bank, the CSAO will: 1) Reimagine the future of the business and scout the horizon for opportunities where the Bank is uniquely positioned to lead and partner. 2) Identify and maintain strong relationships with peer organisations, stakeholders and potential partners in the broader financial services industry to maximise partnership opportunities for increased impact. 3) Partner with leaders in establishing greater transparency and accountability for strategy implementation. 4) Be a 'truth teller', helping the Bank understand progress on its commitments and recognising early warnings of inflection points. 4. The CSAO reports to the President and will be a member of the Bank’s senior management team. KEY RESPONSIBILITIES The responsibilities of the CSAO include the following: 1. Designing and leading CDB’s strategic planning and assessment processes. Coordinating with staff across the Bank to develop clear, strategic choices and consistent and measurable indicators across all our initiatives. 2. Driving corporate and business unit alignment around the critical choices embedded in the strategy and translating those choices into specific actions for which leaders are accountable. 3. Seeking out strategic opportunities and convening the right internal and external audience to explore, prioritise and own. 4. Developing and implementing an enrolment/communication plan to socialise the strategy with several audiences (staff, board, and other stakeholders), ensuring buy-in, alignment, and ownership. 5. Ensuring continuous evolution and review of the strategy in response to external or internal drivers by sensing and interpreting changes and facilitating a response mechanism to these changes. 6. Building a one-Bank culture of strategic planning and data-driven decision-making and advancing our data and insight capabilities to ensure that the Bank can have meaningful performance insights. 7. Developing, proposing and implementing a collaborative, transparent system to monitor, evaluate and report on progress against agreed priorities. Engaging leaders where there are bottlenecks or other challenges to goal attainment. 8. Ensuring adherence to reporting timelines in managing corporate performance reporting and information flow to key stakeholders. 9. Driving new partnership and membership opportunities and evaluating ways to amplify existing partnerships. 10. Using high-impact and strengths-based stories and materials to engage a broad spectrum of potential private and public sector partners, showcasing CDB as the preferred partner in tackling regional development. 11. Acting as a trusted advisor to leaders across the Bank, recommending innovative approaches and supporting ideation. 12. Mentoring, developing and guiding reporting staff, ensuring high team engagement, shared vision and accountability for results.

REQUIREMENTS FOR THIS JOB |
SELECTION CRITERIA 1. This role requires a seasoned executive with a strong strategy orientation. 2. The CSAO should be a storyteller, able to articulate a vision and translate it into an executable strategy, lead with data and insights, and have a passion for results. They should be collaborative and experienced in leading a successful strategy function within a complex organization. The successful candidate must have the following: 1. A graduate degree in business or a related field. 2. Significant experience in leading a collaborative strategy function in a medium to a large-sized complex organization, preferably with a membership driven culture. 3. Business development experience in identifying and securing strategic partnerships that support and amplify an organisation’s mandate. 4. A good understanding of global development policy debates and major development issues related to borrowing member countries and multilateral development banks. 5. A sound understanding of the complexity of business needs and organisational decision drivers. 6. Deep data orientation, particularly using data and metrics to make informed decisions around strategy and measuring results. 7. Outstanding relationship-building and communication skills – adept at building productive relationships and delivering change through influence, collaboration, and vision. 8. The ability to develop a strong point of view combined with the openness to evolving that view based on new data. 9. A record of leading impactful stakeholder engagement, including complex consultations and change management. 10. The ability to lead while thriving on the opportunity to own, innovate, create, and constantly re-evaluate. TERMS OF APPOINTMENT This is a full-time position with the successful candidate being contracted on a two-year basis in the first instance, with the possibility of renewal.
