JOB DESCRIPTION
The Specialist Engineer role is an electrical engineering technical function located within the Independent Powe Producer Office (IPPO).
The IPPO was established in 2010 to provide rapid solutions to South Africa's severe electricity supply constraints, by procuring new energy generation capacity from Independent Power Producers (IPPs). The IPPO was created as a project office hosted by the Development Bank of
Southern Africa (DBSA) under a Memorandum of Agreement (MoA) between the Department of Mineral Resources and Energy (DMRE), National Treasury and the DBSA. The mandate of the IPP Office is to provide specialised services to government, including
a) IPP Energy Procurement Management,
b) Monitoring, Evaluation and Contract Management, and
c) Professional Advisory Services.

PURPOSE OF ROLE
1. The IPPO's skills, expertise and success in mobilising and delivering on time is recognised domestically and globally.
2. The Specialist Engineer will effectively support and optimise the procurement, connection and grid integration of IPP generation projects by enhancing planning, design and implementation with Eskom, municipalities and all spheres of government to ensure technical dependencies are identified, optimised and standardised. These will involve different power producing projects that will include Renewable Energy, Battery Energy Storage, Gas to Power,Coal, and Hybrid energy facilities.
3. The role will report to the Head of Technical and will collaborate effectively with all other departments within the IPPO to deliver timeously on the IPPO's mandates and strategy.

KEY RESPONSIBILITIES
These include but are not limited to:
Optimised integration of the IPP Programmes and technical dependencies.
1. Advise the IPP Office legal team on the technical risks that need to be considered in the design of IPP programmes and the drafting of legal volumes.
2. Advise on bid evaluation criteria to ensure that technical dependencies (e.g. grid and water) are considered in a transparent and equitable manner.
3. Identify and implement opportunities to reduce dependencies and timelines on service providers e.g. timelines for grid connection assessments and cost


Enhanced utility planning.
1. Assist Eskom and municipalities in identifying the likely spatial locations for future generation as associated with the IRP.
2. Assist Eskom and municipalities in enhancing planning and design practices so that the grid and water connection dependencies of the IPP programmes are adequately reflected in utility plans.
3. Work with Eskom, national and provincial departments and municipalities to determine the grid and water connection funding requirements associated with the IRP and the IPP programmes.

Optimised grid connection capacity for IPPs.
1. Work with Eskom and the municipalities on the analysis of grid capacity for IPP connection.
2. Provide a service for the independent assessment of grid constraints and grid connection studies.
3. Assist the IPP office in the procurement, maintenance and management of software tools and systems required for grid connection studies
4. Review and influence Eskom and municipal grid connection charges to ensure reasonable cost recovery and equitable treatment of grid costs for IPP programmes.
5. Identify and develop opportunities to enhance the integration of planning across all spheres of government.
6. Develop local industry capacity in the grid connection of IPPs.
7. Work with Eskom and the municipalities to identify resource constraints that impact on the ability to grid connect IPPs.
8. Identify industry best practice in the technical assessment and design of grid connection imbed on a national level through standardization
9. Develop tools and systems that facilitate the grid connection of IPPs to maximise the productivity of the limited Eskom and Municipal resources.

Enhanced and accessible grid codes.
1. Review and influence the Grid Code to ensure equitable access for all generators to the grid.
2. Review and influence the Grid Code to ensure fair and transparent criteria for all generation technologies associated with the IPP programmes.
3. Review and influence the Grid Code to ensure alignment with international best practice.
4. Review and influence the Grid Code to ensure that the compliance

Specialist technology guidance and support provided.
1. Advise on the technical dependencies and requirements for the various IPP programmes.
2. Identify and advise on emerging technologies that may impact on IPP programmes e.g. unconventional gas, rooftop PV, storage etc.
3. Identify and initiate specific projects required for efficiency improvements, risk mitigation, cost reduction, information dissemination, skills development and integration

Successfully led teams.
1. Source and manage scarce specialist technical skills and resources.

Establish, implement and maintain a program of work.
1. Establish and monitor performance standards with direct reports.
2. Effectively maintained stakeholder relationships and engagements
3. Facilitate discussions with key internal and external stakeholders to ensure that technically linked dependencies between the IPP programmes and stakeholders are identified and managed.
4. Develop relationships with international agencies and support initiatives so that the benefit of these organisations can be leveraged e.g. the German GIZ and Danish Low Carbon Transition Unit.
5. Establish and manage contracts for outsourced resources.
6. Represent the IPP Office on relevant national forums
7. Present the IPP Office's position on current issues and influence the industry accordingly.

REQUIREMENTS FOR THIS JOB
EXPERTISE & TECHNICAL COMPETENCIES
The successful incumbent should have:
1. BScEng Electrical or Equivalent with at least 8 years’ Experience.
2. However MScEng Electrical or Equivalent / Legal Qualification/ Post Graduate Business Degree will be advantageous.

The years’ experience should be in either or both:
1. Power system grid planning/development
2. Utility Scale above 20MW, Energy storage and/or renewable energy generation development or non-renewable energy generation development

Professional Registration at ECSA PrEng or Equivalent
1. Knowledge and understanding of Project Management disciplines & methodologies
2. Knowledge and understanding of the ESKOM, other public sector bodies and relevant standardisation bodies
