KEY RESPONSIBILITIES To spearhead the setting of financial management strategic direction for the DBSA by means of financial modelling, scenario planning and forecasting. Ensure that such interpretations and forecasting translate into enablers of the delivery of the DBSA business financial strategy.
JOB DESCRIPTION Strategic Functions 1. Set the strategic direction for the DBSA in terms of Financial Management. These include financial modelling, scenario planning and forecasting; management, financial and treasury accounting, third party operations management. 2. Manage the financial position of the DBSA by analysing the current and future business operations and plans to determine financial effectiveness. 3. Manage the financial operations including working capital, capital expenditures, debt levels and budgeting. 4. Provide management and guidance for the DBSA’s accounting function and developing proper supporting systems and procedures. 5. Provide financial and statistical report for executive decision making 6. Provide reports on management accounts for CFO, CEO and board. 7. Ensure ongoing compliance in terms of financial; tax and related matters. 8. Ensure appropriate financial policies and procedures are in place to support the business. 9. Provide proactive and regular forecasting and scenario planning for corporate and divisions. 10. Interpret and analyse key financial information current and forecasted and ratio’s to assist in financial decision making. 11. Implement expense – management strategy to be utilised for financial analysis, decision making and financial discipline. Streamline financial processes of the DBSA to ensure efficiencies and cost savings. 12. Contribute to the development of annual and interim financial reports. 13. Manage and control payments to ensure anti-fraudulent activities. 14. Escalate any issues with other divisions for CFO. 15. Enhance high standards of financial control and ensure effective management of working capital, margin management, risk management and disciplined financial best practice. 16. Develop and maintain relationships with key stakeholders. 17. Enhance and maintain governance.
Financial management Provide overall management accountability for the following functions: 1. Management accounting (MIS, budgeting, forecasting, management accounting and reporting, MIS, SAP business support for loans, FICO and procurement, data management, taxation, pricing model and margin management, capital allocation management) 2. Financial accounting (Financial management including debtors, creditors and fixed assets, S&T and petty statements, internal reporting, (monthly/ad hoc) crediting rating agencies, payments on behalf of agencies, SARB and funders) 3. Asset and liability management – (Management of asset portfolio –average of R40bn – R70bn, management of treasury accounting – average of R50bn, analytics, capital preservation, pricing, asset and liability management and financial planning) 4. Capital Management (Implementation and monitoring of capital management strategy, allocation of capital, monitoring cost of and returns on allocated capital) 5. Pricing Strategy (Enhancement and drive of the pricing strategy ensuring required returns are achieved, continuous monitoring, innovative pricing solutions) 6. Business Intelligent (Data management and analyses to provide Business intelligence for decision making with DBSA)
Supply Chain Management (SCM) 1. Understand the SCM/ procurement function of the DBSA and its processes ensure that there are synergies between the overall finance department and the SCM. Cluster Management functions 2. Provide direction and management to the direct reports to ensure that they execute the cluster strategy and manage their portfolios effectively. 3. Take overall responsibility for the implementation of the Financial Strategy in the Cluster. 4. Overall management of the back office function in terms of asset and liability portfolios. 5. Ensure that there are sufficient execution capabilities within the cluster. 6. Contribute to building synergies and cooperation across divisions in the Bank. 7. Entrench the practice of effective people management within the cluster 8. Promote a culture of high performance within the finance cluster.
Key Measures/KPI 1. Accuracy of financial reports 2. Ability to understand the SCM/ procurement function of the DBSA 3. Accuracy of budgets. Performance of budget vs. actual performance. 4. Total cost of procurement 5. Management of performance outputs of staff using the performance management system and taking corrective action promptly and effectively. 6. Management of Client Relationships and key stakeholders 7. Management of budget including operational expenses 8. Ability to lead the Financial cluster effectively 9. Risk and compliance to applicable laws and regulations.

EXPERTISE & TECHNICAL COMPETENCIES 1. Qualified as a CA (SA) with strong technical expertise including financial modelling; margin management and capital structuring. Ideally a post graduate business function. 2. CFA qualification will be an added advantage 3. A strong career track record in managing the Financial Operations in a large, complex organization with multidimensional businesses for a minimum period of 8 years within the banking sector. 4. A minimum of 8 years’ experience of the above job function at a General Management level as well as the ability to manage a team of Managers and high level professionals. 5. Understanding of the procurement process and how it relates to the financial controls 6. Strong understanding of an a strong commitment to good corporate governance and specifically international reporting standards including IFRS, basel, GAMAP, GAAP and other regulatory requirements including PFMA. 7. Exposure to Africa global markets 8. Exposure to private equity, debt restructuring, corporate finance and credit management
