JOB DESCRIPTION
The purpose of the role is to evaluate projects, programmes and funding activities of the DBSA, in line with the strategic deliverables. Pro-actively assist with the design of Development Impact indicator baselines and targets, as well as be responsible for evaluating delivery on project/programme targets by systematically, objectively and rigorously assessing the design, implementation and results of an ongoing or completed development intervention.

KEY RESPONSIBILITIES
1. Conduct research and compile evaluation reports and present evaluation findings to management to guide the Bank in working towards delivering on its mandate and targets, enable the Bank to track and deepen its development impact; Provide independent advice / indicator design input and opinion on Operations Evaluation matters at concept / design stages of projects / transactions and implementation (executing) stages;
2. Assist in the development, research and review of sectoral, regional, project and programme indicators and measures;
3. Provide support for the implementation of evaluation related Bank systems and the development results reporting framework;
4. Conduct special ad-hoc evaluation and output assessments;
5. Compile Regional, Sectorial and Thematic Reviews/ Evaluations;
6. Contribute and produce a Lessons Learnt Report and other Development Reports, where required;
7. Follow up on evaluation action plans that emanate from evaluation findings, action plans and recommendations, to ensure increased efficiency and effectiveness of the organization;
8. Provide support to investment teams in the completion of Development Results Templates, Monitoring Reports and Project Completion Reports and conduct field visit verifications;
9. Contribute to capacity building of Monitoring & Evaluation, both internally and externally to the organization by conducting capacity training and developing courses;
Represent the DBSA at external stakeholder events and engagements, as required.
Contribute towards the Operations Evaluation Units deliverables and outputs, including report writing and development of presentations as required to be presented to internal and external stakeholders.
10. Contribute to Knowledge Management in ensuring the capturing of Lessons Learnt that emanate from evaluation findings which include presenting the lessons learnt to the investment teams and management.

Key Measures
1. Delivery of research/evaluation/development results reports, presentations and any other deliverables as requested on time and of a high standard.
2. Approved deliverables, by OEU management, within the agreed timeframes.
3. Undertake evaluations and output assessments and produce high quality reports.
4. Produce concise, reasonable and implementable recommendations.
REQUIREMENTS FOR THIS JOB
EXPERTISE & TECHNICAL COMPETENCIES
Minimum Requirements:
1. Minimum of Honours or equivalent degree in Social Sciences, Engineering, Economics, Business Sciences and or Sustainable Development.
2. Minimum of five (5) years of experience in the application of Monitoring & Evaluations concepts, tools and methodologies.
3. Experience working either in the development finance sector, sustainable development sector, Banking or Corporate / Project Finance, and Project Management.
4. Must have expert knowledge of monitoring and evaluation criteria and its application.
5. Must be knowledgeable in the national, provisional local government sector, including its regulatory framework e.g. MFMA, Municipal Systems Act, the National Evaluation Policy Framework, etc.
6. Must have knowledge of the SADC/Africa region and government strategic planning i.e. BRICS, NDP etc
7. Advanced computer literacy.
8. Excellent report writing skills.
9. Excellent verbal communication and presentation skills.
10. Proven project management skills.
11. Financial acumen and cost benefit analysis understanding.
12. Expert relationship skills (external and internal to the organization);
13. Must be a self-starter and able to lead evaluations, as well as be able to work in a team environment as supportive evaluation specialist/researcher
14. Sound understanding of qualitative and quantitative methodologies.

Desirable Requirements:
1. Post graduate diploma in monitoring and evaluations.
2. Experience and training in indicator development and understanding.
3. IPDET qualification.
4. Experience in the municipal environment
5. Cost benefit analysis and economic modelling.

Written Communication:
1. Understands that different writing styles are required for different documents or audiences.
2. Write effective correspondence, prepares questions and reports, statements of circumstance and briefing notes.
3. Has a solid mastery of writing principles such as grammar, sentence construction etc.

1. Can reinforce key presentation points with examples.
2. Is able to translate technical terminology into language understandable to the audience.
3. Has insight into the audience’s behavior and motivation and responds appropriately and professionally, adapting communication style as appropriate.

1. Designs/customizes reports to meet user needs.
2. Prepares complex or tailored reports, gathers information from a variety of sources, analyses and includes in a report.
3. Keeps standard reports under review and proposes improvements to meet user needs.
