JOB DESCRIPTION To provide project implementation cycle support to municipal infrastructure funded or sponsored by the Bank and/or Government. This involves working with the client municipalities, and government departments and other public institutions and stakeholders to identify priority projects, provide assistance in implementation, management of project resources, monitoring of implementation and capacity building.
KEY RESPONSIBILITIES 1. Identify and prioritize support for loan funded municipal infrastructure projects. 2. Provide inputs into the integrated appraisals, Business Cases / Strategic Briefs developed for approval of DBSA loan and for approval by National Treasury for conditional grants pledging 3. Coordinate and assist in the collation of projects data and information. 4. Undertake implementation due diligence by reviewing and taking corrective actions on projects implementation-readiness, projects designs and specifications, implementation plans, compliance to statutory regulations, procurement strategy, fulfilment of contractual conditions (by appointed contractors), and timely site handover by municipalities. 5. Guide the initiation, implementation, commissioning and close out of Bank/Government sponsored projects. 6. Assess municipalities / clients’ capacity-to-implement projects and make recommendations on the utilization of Development Subsidy allocation where relevant. 7. Provide inputs into the appraisals for internal approval of additional required project implementation support resources (e.g. procurement of PSPs). 8. Guide the selection, prioritization and balancing of the project/programme portfolio to ensure strategic alignment with DBSA/Client objectives and priorities 9. Facilitate the obtaining of permits and regulatory compliance e.g. EIAs, building permits etc. 10. Provide support to the procurement processes in relation to SCM process, technical TOR and industry norms and best practice. 11. Manage contractors and professional service providers, monitoring adherence to work specifications, contractual terms and conditions and quality control. 12. Review and assess project claims and accounts from service providers preparing instructions to pay and follow up on the process of DBSA disbursement to municipalities. 13. Oversee a portfolio of projects/programmes on behalf of the Bank/client municipalities and/or departments 14. Attendance of site and progress review meetings 15. Monitor utilization of project resources and ensure efficiency 16. Monitor and report on project financial expenditure in relation to physical progress. 17. Develop and implement efficient systems and procedures for managing the implementation of Bank/Government sponsored projects. 18. Monitoring and reporting on Development Results arising from projects implementation. 19. Promote the utilization of SMMEs and employment creation in the implementation of projects. 20. Build capacity and transfers skills to municipal officials in projects implementation 21. Submit progress reports as required. 22. Facilitate the development of As-Built info/data and operational manuals upon project closure 23. Upon completion of the projects, facilitate the updating of the municipalities / clients’ asset registers and the development of user asset management plans for the completed projects. 24. Coordinate stakeholders, including communities at project level 25. Build client portfolio in order to leverage business needs of the Bank 26. Leverage the involvement of both private and public sector in projects implementation 27. Provide advisory services in terms of implementation and execution of key municipal projects / programmes in the areas of project management, contract management, quality assurance, cost management and control, resolution of contractual disputes and claims, etc. 28. Develop a short-term strategy for the execution of risk assessments and categorization 29. Monitor and control the progress of project components to ensure that the overall goals, milestone schedules and budget will be met 30. Establish and maintain appropriate systems to support portfolio management processes 31. Monitor and reports on project/programme portfolio to various committees and other identified management structures 32. Influence project/programme teams in respect of the prevailing institutional climate and culture to effect high productivity with regards to key projects/programmes. 33. Drive project teams effectiveness through inspirational leadership both internally and externally with key focus on attraction and retention of project resources 34. Coach/mentor staff at client level, providing strong and accountable practices in respect of project/programme Management. 35. For specialized implementation support services to municipalities, (e.g. implementation of Revenue Enhancement, Water / Electricity Losses Reduction initiatives, etc.) develop specifications and relevant documentation for procurement of required external professional services providers.
Key Measurements of Outputs Delivery on agreed Operations Mandate. These include:- 1. Growth rate in assets of the loan book 2. Annual disbursements, commitments and approvals. 3. EXPERTISE & TECHNICAL COMPETENCIES MINIMUM REQUIREMENTS 1. A B-degree in Civil or Electrical Engineering. 2. Preferably registration with ECSA as a Professional Engineer or a Professional Engineering Technologist in terms of the Engineering Professions Act, 2000. 3. Must have at least 10 years’ experience in the project management, understanding of the network planning& performance and application of the demand side management. Demonstrable track record delivering on project management tasks/assignments; 4. Must be able to comprehensively analyse the feasibility and viability of development projects; 5. Must be able to independently review and validate financial models and analysis; Must be familiar with types of agreements/contracts typically used in development project management; 6. Flexibility to be redeployed to a similar role within another sector/geography within the Division, based on business requirements.
DESIRABLE REQUIREMENTS Thorough application and in-depth knowledge of legislation including the regulators policies on the electricity business. Postgraduate qualification in quality of supply will be an added advantage
