JOB DESCRIPTION
The Project Manager’s key purpose is to provide infrastructure planning support services in DBSA priority sectors to DBSA clients. It entails the provision of technical expertise, project management, advisory and monitoring services to a defined and targeted set of governments, government departments, public entities and municipalities (both locally & in the region) with respect to the development and implementation of infrastructure plans that are funded or sponsored by the Bank and/or Government. This is done with the objective is to catalyse/unlock funding for infrastructure development and to create a balanced pipeline of sustainable projects that are ready for implementation.

KEY RESPONSIBILITIES TECHNICAL OUTPUTS.
Planning support activities:
1. Providing regular status and progress reports on infrastructure planning support activities;
2. Facilitating the development of medium and long-term infrastructure and asset management plans and associated operations and maintenance plans together with or on behalf of clients and potential clients of DBSA;
3. Monitor the provision of pre-financing infrastructure planning and support activities to DBSA clients and potential clients (governments, government departments, public entities and municipalities);
4. Monitoring of the provision of infrastructure planning support to DBSA clients and potential clients to develop Supply and Demand Plans (i.e. Assessment of client’s infrastructure expansion needs, growth plans and their impact on infrastructure needs); and to undertake detailed assessments of existing condition of key infrastructure assets and networks (per infrastructure category).
5. Support the DBSA clients and potential clients to effectively align and integrate infrastructure plans across sectors, and across spheres of government (s) for proper decision making regarding priority infrastructure projects;
6. Facilitate the support to Governments, Metros and Secondary Cities to develop strategic medium-term and long-term infrastructure plans for specific growth points, existing key economic infrastructure assets (e.g. key transport nodes, regional bulk infrastructure, etc.), approved economic development zones / development corridors, in alignment with Clients’ Urban Development plans and/or long term urban development visions;
7. Participate in the collaboration with national and international strategic partnerships for support to South African Cities to implement the Integrated Urban Development Framework
8. Supporting DBSA clients to identify priority projects from DBSA-sponsored infrastructure plans to be prioritized for preparation, financing, funds catalysing and implementation; g. Facilitating the catalysing of funds from third parties for infrastructure development for the benefit of the supported clients’ communities;
9. Facilitating the integration of DBSA value proposition by referring projects identified from DBSA supported infrastructure plans to project preparation unit and to Coverage Division; i. Initiate the development of appraisal documentation required for DBSA internal Committee approvals for specific infrastructure planning support to DBSA Clients;
10. Initiate the development of specifications and associated documentation for the procurement of third party service providers / specialist consultants required to provide services as part of the infrastructure planning support in consultation with DBSA Clients;
11. Monitor and managing the performance of third party service providers/specialist consultants that are appointed to handle the various specialist aspects of the development process, e.g. technical, legal and etc.);
12. Reviewing and updating systems and procedures for managing the planning and preparation of Bank/Government sponsored projects.

Stakeholder Management and Support:
1. Managing relationships at various levels with the relevant project stakeholders, partners, and lead promoters, in accordance with the project’s development objectives;
2. Establish and maintain strategic partnerships, networks and alliances aimed at enhancing the Bank’s development support role,

Business development in collaboration with the Client Coverage Division:
1. Harness business development opportunities which could include the mobilising of funding for development from the private and public sectors;
2. Identify and advise on joint ventures, investment opportunities and management consulting projects;
3. Recommends projects to governing structures of clients and the Bank.
4. Expand and manage the Bank’s development support programmes in order to ensure these are developmentally and financially sustainable;

Key measurements of outputs.
Delivery on agreed Operations Mandate. These include:-
1. Annual disbursements, commitments and approvals of the non-lending Development Subsidy allocation
2. Number of infrastructure plans completed
3. Amount of funds catalysed for infrastructure development.

Management of client relationships and key stakeholders:
Minimum rating of 3 on client satisfaction survey.
REQUIREMENTS FOR THIS JOB
EXPERTISE & TECHNICAL COMPETENCIES
Minimum Requirements:
1. A B-degree i.e. Building Sciences; Development Management, Engineering, Project Management
2. Must have a minimum of 10 years’ experience that includes infrastructure planning, project preparation, project management and public sector management; advisory service/consulting experience working within project management environment.
3. Experience in dealing with development finance in diverse sectors, and at the various levels of governments and business;
4. Demonstrable track record of originating and delivering on project development advisory tasks/assignments;
5. Must be familiar with the standard types of agreements / contracts that are typically used in infrastructure planning, project preparation and infrastructure development;
6. Must be knowledgeable of relevant legislation, regulations, processes and procedures governing the infrastructure planning and development environment;

DESIRABLE REQUIREMENTS:
1. A relevant post graduate qualification;
2. Demonstrable experience in the technical planning, demand and growth estimations, and planning aspects relating to infrastructure projects;
3. Experience and understanding of spatial, geographic and demographic dynamics which impacts on infrastructure planning;
4. Knowledge and understanding of master planning development process, infrastructure status quo assessments, demand projections, costing, conceptual design etc.
5. Demonstrable experience in the specific aspects relating to the planning of infrastructure in the water, transport, energy and ICT sectors;
6. Regional experience in the planning of infrastructure (water, transport, energy & ICT) projects;
7. Knowledge and understanding of relevant legislation, regulations, processes and procedures governing the infrastructure planning and development environment.
