JOB DESCRIPTION The IPP Office’s specific mandate is derived from the Memorandum of Agreement between the DoMR, National Treasury and the Development Bank of Southern Africa which assigns to the IPP Office the implementation of the Independent Power Producers Procurement Programme (IPPPP) pursuant to Ministerial Determinations on behalf of the DMR&E and covers preparatory and sustaining contract management and monitoring actions to make effect and efficient procurement possible. This is a Fixed Term Contract position aligned with the current MoA.
The purpose of this role is to effectively:- Work closely with the Heads of the IPP Office (IPPO) and the Department of Energy (DoE) communications team, in identifying and building relationships between the DoE, IPPO and various publics. KEY RESPONSIBILITIES Key Outputs: Develop the PR and Communication strategy 1. Develop and align the PR and Communication strategy into overall business plans and budgets to achieve the IPP Office goals. 2. Ensure that the PR and Communication strategy is aligned to the DoE requirements and strategy. 3. Formulate policies and procedures for what information may be disseminated and who may receive the information. 4. Assist in improving coherence and integration between the various departments at the IPPO 5. Assist in improving coherence and integration between the IPPO and the DoE and the Public 6. Assist in improving coherence and integration between the IPPO and the IPP’s 7. Translate the PR and Communication strategic initiatives into the required functional policies, systems and resources in order to make the strategic initiatives a reality within the PR and Communications function. 8. Develop and manage Communications and PR budget.
Media and press interaction and awareness. 1. Consult with the DoE Communications team and ensure that the IPPO is aligned with media and press requirements. 2. Work with the Head IPPO and the DoE communications team to ensure that special events such as press releases and financial close are successful and gain media attention. 3. Draft speeches for the Minister of Energy, other member of the Department of Energy as well as the Heads of the IPP Office 4. Identify the various audiences for the IPPO and determine the best way to communicate publicity information 5. Write interesting and effective press releases, prepare information for media kits.
Develop and maintain the corporate image and identity. 1. Consult with the Head: IPPO and ensure the development of a corporate image for the IPPO 2. Liaise with the relevant stakeholders and develop the corporate logo and signage. 3. Ensure that the corporate image is communicated to all internal and external stakeholders 4. Ensure that IPPO website is updated and informative with regard to the IPPO and its image. 4. Observe and report on socio economic and economic development activities of the IPP’s. 5. Engage with the IPP’s in the various regions and extract the community upliftment and community development activities 6. Develop and communicate a compelling vision to gain commitment to the overall community upliftment objectives and initiatives of the relevant IPP’s. 7. Ensure that there are monthly meaningful and inspirational articles published, relating to the community upliftment activities and initiatives of the IPP’s.
Build and maintain strategic partnerships. 1. Create and leverage relationships with key external and internal stakeholders. 2. Develop partnerships with key government officials/ IPP’s/ regulation bodies / relevant government organisations etc 3. Network to identify appropriate and advantageous contacts with regard to PR and Communications

REQUIREMENTS FOR THIS JOB |
EXPERTISE & TECHNICAL COMPETENCIES Minimum qualification and experience: 1. Post graduate degree in Communications. 2. At least 15 years+ experience in the communications and PR industry Must have previous experience working in the public sector and understand public sector protocol 3. Experience with Brand reputation and management critical. 4. Advantageous: MBA
Knowledge General 1. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition and grammar 2. Knowledge of laws legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and democratic political process. 3. Knowledge and understanding of general business and management principles involved in strategic planning. 4. Knowledge of media production, communication, and dissemination techniques and methods. 5. Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography and transcription.
