JOB DESCRIPTION
The Infrastructure Fund (IF) announced by the President in September 2018 addresses the need for a dedicated blended financing facility for infrastructure programmes projects.
The aim of the IF is to transform public infrastructure financial provisioning using “blended” finance - combining capital from the public and private sectors, and Development Finance Institutions (DFI’s)/Multilateral Development Banks (MDB’s). This will be dedicated to meeting the financing requirements for hybrid projects. The DBSA’s mandate for the Infrastructure Fund has been captured in a Memorandum of Agreement (MOA) between National Treasury, Infrastructure South Africa (ISA), and the DBSA. This is a Five (5) Year Fixed Term Contract.
The role of the Senior Fund Specialist IF is to provide support for the Head: Asset Management and Treasury in the distribution and syndication of financing instruments in both the primary and secondary capital markets.
The Senior Fund Specialist will possess asset management, risk management and portfolio strategy knowledge and skills in order to:
1. Provide institutional investors domestically and globally with an opportunity to invest in the South African infrastructure sector.
2. Develop infrastructure strategies / tools / products that provide a platform for companies/institutions to invest primarily in core and pure infrastructure assets. Key focus on companies that provide more stable cashflow than other volatile infrastructure assets.
3. Where appropriate (depending on the Project), arrange, coordinate, structure and engage with financial markets to develop financial instruments that will enable investments in the Projects by investors.
4. Prepare reports for approval of Projects in accordance with governance processes in accordance with the eligibility criteria in the Business Plan.
5. Where required, develop a procurement plan for the Projects and provide procurement support to Project Owners;
6. Monitor the implementation of blended financing mechanisms for identified Projects.
7. Manage a collection of investment instruments such as shares, subordinated instruments, debentures, bonds, preference shares, equities, etc.
8. Control and manage IF assets and liabilities in terms of capital and liquidity to make sure that all parts of the IF can readily have access to fund business activities.
9. Oversee that the IF remains financially secure, stable and able to function effectively to support its clients.
10. Utilise procurement procedures and policies to procure Project Advisors once they have been duly appointed, to manage them;
11. Prepare various documents and management reports for Executive Committees, Boards and Stakeholders.
12. Perform other strategic and other duties as assigned.

KEY RESPONSIBILITIES
Support to the Head: Asset Management and Treasury to give effect to the IF mandate as relates to:
1. Preparation of Information Memoranda and summaries including analysis or returns, investment case, sensitivities and scenario analysis. Qualitative and quantitive review and analysis of asset portfolio for current and potential counterparties
2. Post execution monitoring including quarterly portfolio reporting
3. Valuation and Reporting against market standard valuation guidelines and principles
4. Financial Modelling and tranching of capital market instruments
5. Legal review and negotiation of financing documents including working knowledge of intercreditor arrangements
6. Compliance with South African Capital Market Listing regulations and other relevant legislative framework; i.e. King III, MFMA, PFMA, Companies Act etc.
7. Developing intermediary relationships including with rating agencies and global asset managers. Maintain a broad network of potential co-investors and market participants
8. Represent IF in required distribution and syndication interactions
9. Drive and provide input in the asset management strategy
10. Advance research efforts and improve overall quality and coverage for refinancing opportunities
11. Liquidity management, Capital and balance sheet management
12. Funding/issuance management and reporting

REQUIREMENTS FOR THIS JOB
EXPERTISE & TECHNICAL COMPETENCIES
Minimum Requirements
1. Relevant University Degree (Finance/Engineering/Mathematic/ Statistics/Business Science/Actuarial/)
2. Relevant Post Graduate Qualification
3. At least 8 years’ experience in listed and/or unlisted capital market instruments
4. Demonstrated excellence in the field of listed and or unlisted capital market instruments
5. Engineer, Actuary, CA(SA), CFA, MBA would be advantageous
