JOB DESCRIPTION The purpose of the job is to oversee the development and use of data systems for the DBSA. The Bank has sought to promote economic and social development by mobilising financial and other resources from the national and international private and public sectors for sustainable development projects in South Africa, the SADC region and the whole of the African continent.
KEY RESPONSIBILITIES Data Management 1. Work in collaboration with stakeholders across functions to develop policies and procedures which enforce reputable, reliable processes, reducing variability, increasing efficiency and enhancing overall data quality and compliance. 2. Engage with business to support the design and delivery of data science projects and solutions. Serves as a go-between for ICT and the Business in translating business requirements into functional IT requirements. 3. Use big data architecture and engineering techniques to solve business challenges. 4. Direct the architect, build and maintain batch and real-time data pipelines for on-prem and cloud processing. 5. Contribute to the agile way of work and innovation culture. 6. Translate business requirements into system requirements. 7. Guide most appropriate data engineering tools/approaches for specific projects. 8. Lead the development and maintenance of data pipeline architecture for data science solutions. • Drive data ownership within the DBSA. 9. Perform data quality controls assessment, identify gaps and follow-up with business owners for remediation. 10. Provide efficient ways to organise, store and analyse data with attention to security and confidentiality. 11. Contribute to the overall architecture roadmap through managing the development and delivery of business intelligence information technology solutions that support the vision and strategy of the DBSA. 12. Interacts with business owners to understand and recommend reporting/BI solutions that meet diverse, complex business reporting and analytic needs. 13. Designs, build and deploys BI solutions (Reports and Dashboards) 14. Reviews and analyses the effectiveness and efficiency of existing data source systems (i.e. SAP, Quantum SQL Server, etc) and develops strategies for improving or further leveraging these systems. 15. Collaborates in the planning, development, and deployment of new data solutions and evaluates and improves existing data solutions and dashboards. 16. Designs and delivers end-user training and training materials. 17. Provides subject matter expertise for key BI core functions such as: Human Capital, Finance, Supply Chain, Treasury, Credit Modelling etc.
Strategic Technology Officer: 1. Create alignment between the business strategy and the ICT Strategy to enable delivery of service and relevance of the service delivered. 2. Act as the single point of accountability for ICT to the business unit/s you are accountable to – bring ICT to the business and act as a trusted advisor to the business 3. Bring ICT service to business by providing technology guidance in-line with the DBSA Group ICT architecture framework, Strategy and Roadmaps 4. Build out a technology road map and architecture for the bank and cascade it to the business unit/s that you are accountable 5. Facilitate the development and maintenance of enterprise systems architecture, defining standards and protocols for data exchange, communications, software (includes defining standards and protocols for data exchange, communications, software and interconnection of DBSA network information systems). 6. Provide advice on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems. 7. Participate and contribute in the business planning process for the business unit/s you are accountable to clearly identifying the impacts of business strategic requirements on technology and vice versa. 8. Ensure maximization of the utilisation of Group Applications and Group Infrastructure by keeping the client based updated on the benefits of such utilization 9. Drive the adherence to the approval process of all Technology decisions through Group ICT governance processes/committees in line with the technology architecture road map and strategy 10. Ensure that there is a signed and agreed SLA between the business unit/s that you are accountable to and ICT and then you hold regular (at least monthly) meetings to measure and agree and elicit feedback about performance. Be accountable for ensuring that this feedback is considered within the broader ICT function 11. Ensure that any operational issues are tracked and resolved using the correct channels. Act as the escalation point for the business unit/s that you are accountable to, and take accountability to ensure resolution for all technology related issues including those logged with the call centre 12. Develop and implement a dashboard (leverage of the Group ICT existing templates) to track on a monthly basis the ICT performance against 1) Strategic alignment with the business 2) Delivery across projects o SLA for services and technology support
Project Management 1. Ensure that all business requirements/needs, now and future are documented and considered in the ICT planning process 2. Together with the assigned Project Manager/s, be the single point of accountability for all project delivery to the business unit/s you are accountable to. 3. Ensure that all projects are formally delivered through the ICT Project Management methodologies, in-line with the ICT governance framework and approved by the prioritisation board and necessary Exco’s/committees. 4. Ensure that no unsanctioned projects, ad-hoc projects and projects without budget are run 5. Resolve and negotiate ICT resource contentions and constraints in line with decisions from the prioritisation board to ensure that delivery in terms of scope, time and budget are met for the business unit/s you are accountable to, the resources are used optimally and efficiently, the risks and issues are managed and that the various governance controls are adhered to 6. Ensure that all delivery is managed through the project life cycle, from strategic alignment, business case, requirements gathering, right through to testing, implementing an operationalization and that any deviations, change requests, risks or issues are escalated appropriately. 7. Attend Change Advisory Board (CAB) together with the business unit owner as appropriate to ensure that all change control requirements are met. 8. Ensure that the business unit/s that you are accountable to are effectively supported by the technology team.
Financial Management 1. Review and advise on budget per project, service and contract. 2. Monitor service delivered against the cost value and confirm charged/billed costs against delivered services. 3. Maintain contact with Information Technology suppliers and maintains knowledge of current technology, equipment, prices and terms of agreements to minimize the investment required to meet established service levels. 4. Evaluate alternatives, performs appropriate cost benefit analysis, and recommends solutions that minimize costs commensurate with acceptable risks. 5. Track and report team hours and expenses on a weekly basis. 6. Responsible for monitoring managing project budget.
People Management 1. Provide direction and management to the direct reports to enable the execution the strategy and manage their portfolios effectively. 2. Attract, retain, and develop top-calibre talent. Develop and maintain enough depth in all critical functions, minimizing "key-man" risk. 3. Optimise skills usage within the unit. 4. Accountable for performance management of all direct reports, managing their performance in relation to quality standards and agreed benchmarks and objectives, focusing on all aspects of sound people management. 5. EXPERTISE & TECHNICAL COMPETENCIES 1. Relevant B degree in ICT, Commerce or Engineering 2. At least 5 years of proven work experience in the field of data engineering, 5-7 years’ experience in an ICT Management position as well as the ability to manage a team of ICT professionals, and data analysts 3. Preferably a Project Management qualification (Agile, PMBOK or Prince or Similar) 4. SQL, SAP BW and PowerBI or other reporting tools / languages experience 5. Experience with Enterprise Resource Planning (ERP), Customer Relationship Management (CRM) business processes/systems and cloud-based applications, data, security and integration architectures including data warehouse and BI solutions 6. Understanding of System Development Life Cycle (SDLC) and Agile methodologies. 7. Up to date knowledge of data platforms and related technologies 8. Proven hands on tech-savvy expert who will ensure that the data integration platforms and architecture are maintained, and services delivered meets the business demand. 9. Minimum of 4 years in managing medium to large sized data analytics / business intelligence projects in an ICT environment 10. Demonstrated exposure / contribution to formulation and implementation of ICT Strategy. Desirable 11. Big data and cloud certifications will be advantageous.
