JOB DESCRIPTION To provide electrical engineering inputs and guidance for the development of infrastructure strategies, policies, systems, projects functional/technical norms and standards aligned to the Provincial Infrastructure Delivery Management System. [IDMS].
KEY RESPONSIBILITIES 1. Provide and manage electrical engineering inputs and guidance for the Department 2. Maintain electrical engineering norms and standards 3. Investigate proposals for innovative service delivery mechanisms 4. Undertake feasibility studies 5. Compile briefing documentation and specifications 6. Investigate electrical engineering installations and equipment 7. Undertake design work and implement 8. Oversee implementation (construction) and commissioning of electrical engineering installations 9. Undertake relevant research.

REQUIREMENTS FOR THIS JOB |
EXPERTISE & TECHNICAL COMPETENCIES Requirements: 1. University degree in Electrical Engineering (BEng/BSc Eng.) and 4 years’ post-qualification experience 2. Registration with ECSA as a Professional Engineer 3. Computer literacy (including advanced MS Word, Excel, PowerPoint and Teams) 4. Decision-making, analytical, planning, and problem-solving skills 5. Valid driver’s license.
Experience required 1. Application of the Provincial Infrastructure Delivery Management System (“IDMP”) and the Toolkit 2. Understanding of the roles and legal obligations of role-players at all three spheres of Government and Public Entities 3. Understanding of the Education service delivery platform, indicators & service plan and how that links with infrastructure 4. Understand how acquisitions and disposals are managed in Government 5. Apply the education priorities in terms of the physical resources planning framework 6. Undertake a risk analysis and undertake a risk mitigation strategy 7. Understand Provincial and Departmental policies on leases and Property Management 8. Interpret existing and develop/customise new Functional and Technical Norms and Standards 9. Identify the required information fields and documents for use by Education in terms of the development of a physical planning framework 10. Prepare reports, submissions and presentations.
Knowledge required 1. South African Schools Act of 1996 and Regulations 2. National Building Standards Act of 1977 and Regulations 3. PFMA, Treasury Regulations, Treasury Practice Notes and Circulars 4. Government Immovable Asset Management Act of 2007 5. Occupational Health and Safety Act of 1993 6. Provincial/Departmental Supply Chain Management Policies 7. Promotion of Access to Information Act of 2000 8. Promotion of Administrative Justice Act of 2000.
