JOB DESCRIPTION To manage and facilitate the implementation of Capital Projects.
KEY RESPONSIBILITIES DUTIES 1. Manage the delivery of capital and maintenance programmes 2. Prepare an Infrastructure Programme Management Plan and construction procurement strategy for Education 3. Prepare packaged/individual project briefs 4. Prepare reports, submissions and presentations 5. Perform oversight role over Implementing Agent 6. Manage all financial and professional aspects of each project/programme 7. Approve Project Stage reports and designs, in accordance with strategic decision-making points 8. Manage implementation of commissioning of projects and project/programme post evaluations.

REQUIREMENTS FOR THIS JOB |
EXPERTISE & TECHNICAL COMPETENCIES Knowledge required 1. Implementation of the Provincial Infrastructure Delivery Management System (IDMS) and IDM Toolkit 2. Understanding the roles and legal obligations of role-players at all three spheres of Government and Public Entities 3. Preparation of budgets, extract and interpret information from relevant information systems 4. Education service delivery platform, indicators and service plan and how that links with infrastructure 5. Risk analysis and undertake a risk mitigation strategy 6. Interpret existing and develop new Functional and Technical Norms and Standards 7. Identify the required information field and documents for use by Education
Experience required 1. Construction Industry Development Board Act of 2000 and Regulations 2. South African Schools Act and Regulations • National Building Standards Act of 1977 and Regulations 3. PFMA, Treasury Regulations, Treasury Practice Notes and Circulars 4. Government Immovable Asset Management Act of 2000 5. Occupational Health and Safety Act •
Required Personal Attributes Requirements: 1. University degree in Quantity Surveying and 6 years’ post-qualification experience 2. Registration with the SACQSP as a Professional Quantity Surveyor 3. Planning and organising as well as financial management skills 4. Research and technical report-writing skills 5. Mobile equipment operating skills 6. Programme and project management skills 7. Computer literacy (including advanced MS Word, Excel, Powerpoint and Teams) 8. Valid driver’s licence.
