JOB DESCRIPTION To provide electrical engineering inputs and guidance for the development of infrastructure strategies, policies, systems, projects functional/technical norms and standards aligned to the Provincial Infrastructure Delivery Management System (“IDMS”).
KEY RESPONSIBILITIES Duties 1. Implement Functional and technical norms and standards 2. Formulate Proposals for innovative service delivery mechanisms and undertake feasibility studies 3. Formulate Briefing documentation and specifications 4. Manage Application of Electrical and electronic engineering installations and equipment 5. Implement [construction] and commissioning of electrical and electronic engineering installations 6. Subordinate Supervision and Management

REQUIREMENTS FOR THIS JOB |
EXPERTISE & TECHNICAL COMPETENCIES Experience required 1. Apply the Provincial Infrastructure Delivery Management System (“IDMP”) and the Toolkit 2. Understand the roles and legal obligations of role-players at all three spheres of Government and Public Entities 3. Understand the Education service delivery platform, indicators & service plan and how that links with infrastructure 4. Understand how acquisitions and disposals are managed in Government 5. Apply the education priorities in terms of the physical resources planning framework 6. Undertake a risk analysis and undertake a risk mitigation strategy 7. Prepare budgets, extract and interpret information from relevant information systems 8. Understand Provincial and Departmental policies on leases and Property Management 9. Interpret existing and develop/customise new Functional and Technical Norms and Standards 10. Identify the required information fields and documents for use by Education in terms of the development of a physical planning framework 11. Prepare reports, submissions and presentations 12. Application of Occupational Health and Safety and Environmental requirements.
Knowledge required 1. South African Schools Act of 1996 and Regulations 2. Construction Industry Development Board Act of 2000 and Regulations 3. National Building Standards Act of 1977 and Regulations 4. PFMA, Treasury Regulations, Treasury Practice Notes and Circulars 5. Government Immovable Asset Management Act of 2007 6. Occupational Health and Safety Act of 1993 7. Provincial/Departmental Supply Chain Management Policies 8. Promotion of Access to Information Act of 2000
REQUIRED PERSONAL ATTRIBUTES Requirements 1. University degree in Engineering (B Eng/BSC Eng) and 6 years’ post-qualification experience 2. Registration with ECSA as a Professional Engineer 3. Professional certificate in Construction and/or Project Management is preferred 4. Planning and organising skills 5. Financial management skills 6. Research and technical report-writing skills 7. Mobile equipment operating skills 8. Programme and project management skills 9. Computer literacy (including advanced MS Word, Excel, Powerpoint and Teams).
