JOB DESCRIPTION 1. The District Development Model (DDM) is an integrated planning Model for Cooperative Governance & Traditional Affairs (CoGTA) which seeks to be a new integrated, district-based, service delivery approach aimed at fast-tracking service delivery and ensure municipalities are adequately supported and resourced to carry out their mandate. Across the 44 districts and 8 Metropolitans in the country, all developmental initiatives will be viewed through a district level lens; ‘one district, one plan’. DBSA is the programme implementation agency (PIA) responsible for supporting COGTA in implementing the District Development Model in the three pilot sites. 2. In line with this PIA role, the DBSA seeks to a appoint a Financial Management Specialist in the District Hubs to provide financial management technical advisory and capacity support services to municipalities in the district.
KEY RESPONSIBILITIES Functions 1. Provide financial management technical capacity support to municipalities and Budget and Treasury Office (BTO) staff on focus areas of support related to local government financial management reforms, legislative compliance and infrastructure investment planning. 2. Compile a district financial management capacity support plan based on an assessment of the requirements of the municipalities and support programmes implemented by other government departments and agencies. 3. Support municipalities with designing and implementing workable Supply Chain Management (SCM) policies and standard operating procedures (SOPs), effective contract management processes and systems, compliance with SCM regulatory prescripts and value for money procurement. Head: Local Government Support Head: Programme & Stakeholder Management DDM Programme Implementation Office District Hub Manager OR Tambo (Eastern Finance Management Specialist District Hub Manager Waterberg ( Finance Management Specialist 4. 3 Provide technical support and guidance to municipalities on the implementation of Generally Recognised Accounting Practice (GRAP) standards, preparation of in-year and annual financial statements (AFS), internal audit and audit committees, accounting related policies and internal controls, audit action plans, etc. 5. Assist municipalities with the preparation of credible, funded and compliant medium-term budgets and long-term infrastructure/capital investment plans. 6. Provide support to municipalities with designing and implementing customised revenue management policies and SOPs across the key elements of the revenue value chain to ensure measurable improvements in revenue performance. 7. Assist municipalities with designing and implementing practical asset management policies and SOPs aligned to applicable legislation, frameworks and guidelines; technical support on all municipal asset accounting, internal controls and related matters. 8. Perform specialised financial and / or cost analysis e.g. cash-flow analysis, “what-if” analysis and prepare related reports in the form of pro-forma financial statements. 9. Review financial performance of investments and report on material variations based on credible financial modelling. 10. Continuously evaluate changes in public sector financial reporting/ accounting standards and principles in order to determine the impact thereof on the interpretation of financial results for the purposes of credit analysis and financial risk determination. 11. Continuous research and advice on best practise to follow when analysing and interpreting the financial results of public sector entities, with the emphasis on local/ regional government and other Public Sector Entities e.g. Water boards, Development Corporations and Utilities. e.g relevant indicators and benchmarking. 12. Any other duties as assigned.

REQUIREMENTS FOR THIS JOB |
EXPERTISE & TECHNICAL COMPETENCIES Minimum Requirements 1. A B-degree in Accounting, Finance, or related field preferably in Public Sector Accounting. 2. Professional registration with the South African Institute of Chartered Accountants (SAICA) or the Chartered Institute of Government Finance Audit and Risk Officers (CIGFARO) will be an added advantage. 3. Good knowledge and understanding of Public Sector Accounting and Reporting standards (e.g. GRAP, IAS, IFRS). 4. 4 At least 5 to 7 years’ experience in compiling and interpreting the financial statements of public sector entitles (with the emphasis on Local Government, and Utilities such as Water Boards). 5. A minimum of 7 to 10 years’ experience in local government financial management with demonstrated experience in municipal finance operations, implementing financial management reforms and performance improvement initiatives. 6. At least 5 to 7 years’ experience in providing technical capacity support within the area of municipal financial management. 7. Demonstrated knowledge of the MFMA, PFMA and related legislation with an emphasis on implementing related reforms, regulations and standards. 8. Demonstrable track record of working with high level and multiple local government stakeholders. 9. Advanced skills in Microsoft Office (Word, Excel, PowerPoint and MS Projects) Desirable Requirements in local government financial management 10. Accounting and auditing. 11.
