JOB DESCRIPTION
A position exists within the Presidential Infrastructure Coordinating Commission department for a Programme Manager: Infrastructure Investment Funding at our Sandton Offices and Pretoria. This position will be based on a 3 year (36 months) fixed term contract.

JOB PURPOSE
1. The primary aim of this role is to expand South Africa’s capacity to leverage finance and funding mechanisms towards the expansion of infrastructure in the country and maximising the presence of existing infrastructure, from a finance and funding perspective.
2. Overall, the candidate will be expected to manage the infrastructure value chain for all infrastructure projects and programmes in South Africa’s comprehensive infrastructure pipeline as it relates to infrastructure finance and funding, including the development of systems and processes that will lead to increased sustainable funding sources, alternative finance and funding mechanisms and revenue generation.

KEY RESPONSIBILITIES
1. Managing the disbursement and oversight of infrastructure finance and funding mechanisms and its implementation, with a particular reference to ISA’s role in South Africa’s Infrastructure Fund.
2. Managing infrastructure investment, procurement, promotion and facilitation (including unblocking) towards fast-tracking infrastructure investment in the country.
3. Developing, managing and monitoring structured platforms of engagement with financing institutions to promote private sector investment in infrastructure
4. Coordinating programmes and interventions to improve South Africa’s Ease of Doing Business rankings
5. Managing and facilitating the development of innovative financing instruments to fund infrastructure projects that promote sustainable development and contributes to climate change strategies
6. Assisting in the origination of a pipeline of public sector infrastructure finance projects and screen investment opportunities through stakeholder outreach, promotion and deal screening.
7. Identifying and facilitating the unblocking of regulatory hurdles in the infrastructure finance and funding sphere.
8. Ensuring that identified project finance partners represent ISA’s interests in accordance with the principles of sound corporate governance.
9. Exploration and implementation of alternative finance and funding mechanisms, including procurement mechanisms in the infrastructure value chain.
10. Leading sustainable finance in thought leadership, including an ESG orientation, pitch- books and reports to ensure successful promotion of sustainable finance and funding mechanisms.
11. Liaising and engaging on issues related to Cabinet, Parliament, Clusters and other internal or external entities.
12. Liaising, engaging and undertaking administrative functions related to the Infrastructure Fund as it relates to project finance and the securing thereof.
13. Articulating support and facilitating issues of strategic importance, including matters related to the fulfilment of ISA’s mandate to transform the industry
REQUIREMENTS FOR THIS JOB
EXPERIENCE:
1. 8-10 years’ experience at a senior managerial and leadership level
Knowledge and understanding of Government policies, the built environment industry; blended finance structure, applicable legislation, including the Public Finance Management Act, Treasury Instructions,
2. Knowledge and understanding of provincial and local government; Infrastructure Development Act, amongst others.
3. Having worked in both public and private sectors will be an added advantage
