ABOUT

PURPOSE OF ROLE
1. As a member of the management team of Facilities and Administration Services (FAS) Department, the Head of Information Management and Data Privacy Officer (DPO) is responsible for managing the overall information governance and information management programs of the Bank.
2. The Head will build, coach and manage a team of seasoned information professional and paraprofessional staff to ensure excellent services to AIIB’s business units.
3. The incumbent will provide leadership, continuity, and a holistic direction across activities and initiatives covering the following functional areas of the Bank: 1) Records and Information Management (RIM), 2) Archival Program and Services, 3) Library and Research Center (LRC), and 4) Data Privacy Program to ensure availability, confidentiality, integrity, and auditability of the Bank's information assets.

RESPONSIBILITIES:
Specific Responsibilities include but are not limited to:
1. Develop and lead the execution of RIM strategy by establishing strategic partnerships, addressing high priority issues and maintaining a series of policies, directives, corporate standards and practices. Lead the deployment of the Bank’s records and information management systems. Build a strong and collaborative relationship with businesses / functions and provide ongoing RIM advisory services.
2. Assume the role of the Data Privacy Officer (DPO) of the Bank as defined in the Directive on Personal Data Privacy (DPDP). Manage the daily operation of the Data Privacy Office to effectively implement the Bank’s Policy on Personal Data Privacy (PPDP).
3. Manage the Bank’s Archives and Records Center (ARC) in accordance with legal requirements including the Bank’s Articles of Agreement (AOA) and other relevant policies. Supervise the development and maintenance of off-site backup archives for Vital Records preservation to meet the requirements of the Business Continuity Plan (BCP).
4. Develop and lead the programs and services of the Library and Research Center (LRC) including the acquisition and management of electronic resources and subscription of databases.
5. Put in place a strategic and operational framework for the Bank’s Information Classification System (ICS) advising on potential information security issues affecting the Bank and assessing their impact on the administration and operation.
6. Effectively manage the archival cycle of public information disclosure ensuring that information is recorded and retrievable. Coordinate with other departments in the preparation, submission and collection of formal reports, documents and other internal and external communications to ensure that all information is archived in a timely manner. Lead the retrieval and dissemination of information from digital repositories and physical archives in response to external information requests or legal orders.
7. As assigned by the Director General of FAS, this role will also require to actively contribute and support the Bank’s significant cross-departmental information management initiatives, included – but not limited to the proper archiving of Board documents, digital development, data governance, knowledge management and access to information.
8. Participate and represent AIIB in the relevant internal committees and working groups as well as in relevant external conferences and peer group fora.
9. Provide strategic advice and expert recommendations to Management and the Board of Directors as necessary.
10. Manage the operations, projects, budget and staff of the Information Management Unit.
REQUIREMENTS FOR THIS JOB
1. Minimum 15 years of experience in managing information governance and/ or information management with any similar institutions such as International Financial Institutions (IFI), Multilateral Development Banks (MDB) or in equivalent large private or public sector financial organizations.
2. Master’s degree in information management, public administration or an equivalent field.
3. Strong background in privacy management with thorough knowledge about international privacy landscape would be desirable.
4. Experience in managing records management, archives and / or library professional staff, and have proved to be an effective manager.
5. Excellent oral and written communication skills in English. Knowledge of the language(s) of a country in which the Bank invests would be an advantage.
6. Proven leadership experience and demonstrated ability to forge consensus of diverging views from cross functional stakeholders.
7. Ability to interact directly and independently with senior management, internal and external clients, and technical partners.
8. Experience implementing change agenda, with involvement in change management processes.
9. Practical knowledge and experience of best practices and standards in the field of information governance and applying and interpreting data privacy principles.
10. Technical familiarity with information management systems such as electronic records management, digital archiving tools, integrated library platforms and corporate systems.
11. Ability to mentor, motivate, and lead staff.
12. Highly motivated and committed to the highest ethical standards.
