Requisition ID 1607 Posted 07/03/2024 Closing on: July 24, 2024 at 11:59pm (China Standard Time) Department Information Technology Duty Station: Shanghai, China Target Market: Global recruitment POSITION OBJECTIVE The Information Technology Division, under the Office of the Vice President for Administration, is functionally responsible for developing the Bank's IT strategy. The division leads in the setting up, analysis and review of IT systems, services and solutions in domains of specialization (i.e., Business Applications, Technology Infrastructure, Workspace and Facility, Application Development, Data and Analytics, Security, Risk and Compliance, IT Supply and Demand) ensuring that the Bank's IT systems and services are built and aligned with “best in class” industry norms. These systems and services are critical to accelerating and expanding Bank's operations strengthening its reputation as an innovative International Financial Institution (IFI). ROLE OVERVIEW 1. The Professional, Information Technology carries out analytical review of service needs relevant to the IT domain of specialization. 2. The assessment of needs is focused both on substantive aspects of the service and the utility of current policies systems and approaches reviewed against technology trends and the needs of the Bank's different business units. 3. The role also contributes to the development of solutions (i.e., tools, systems, processes) to streamline the operation of the Bank's various business units while sustaining engagement with external partners and service providers. Purpose (Analyze) 1. Analyze frameworks, policies, systems, and applications to ensure their alignment with the needs and priorities of the Bank's various business units, as well as the coherence of the domain of specialization to the Bank's wider IT strategy. 2. Maintain an up-to-date understanding of emerging trends in enterprise infrastructure and cloud technology and apply new techniques to NDB in line with technology requirements and control objectives. 3. Apply innovative methodologies and approaches (including agile) to translate big picture vision to technical solutions. 4. Oversight on use and development of new technologies and their cloud enablement, including AI and ML. 5. Manages the relationships with the business owners, Software Vendors and Hosting Partners to ensure alignment. 6. Maintain the relation with the vendors for infrastructure system and monitor their performance. 7. Develop an integrated view of the enterprise using a repeatable approach, cohesive framework, and available industry standard techniques. 8. Ensure Infrastructure quality and security compliance requirements. 9. Track, process and report control status using IT service management tools. 10. Contributes to coherent cloud strategy and operation excellence. 11. Perform other duties and responsibilities as assigned.
Engagement (Collaborate) 1. Advise colleagues in other units as well as the Bank's management on trends and needs of the different business areas, keeping abreast on best practices in the use of IT tools and their integration with the processes and systems of other units. 2. Advise external providers and other partners on the Bank's IT needs and infrastructure components, highlighting collaborative solutions to issues and gaps on system design and alignment with the Bank’s broader IT framework. 3. Manage and driving teams and projects across multiple geographic locations. Delivery (Manage the project cycle) 1. Assess service and project milestones and other metrics against established targets in the domain of specialization and wider IT strategy to facilitate the identification of opportunities for service optimization and improvement of resource management. 2. Assess service outcomes and indicators in each domain of service against business priorities and standards to ensure quality service and alignment with the Bank's requirements informing improvement initiatives concerning the Bank's IT strategy and quality standards.

1. Minimum 5 years of relevant implementation and administration experience in a multilateral development bank, global financial services organization, technology organizations or large corporate enterprise managing the following domains: 1) Hands-on experience managing cloud and infrastructure services in hybrid environments, including on-premises and leading cloud providers. 2) Cloud computing strategy, systems design, implementation, migration, automation, and management utilizing IaaS, PaaS and SaaS. 3) Windows and Linux operation system installation, maintenance, baseline management, hardening and vulnerability management. 4) Virtual Desktop Infrastructure (Citrix, VMWare, Microsoft Azure, etc.) 5) Scripting language such as python, PowerShell, etc. 6) Commonly used web application servers and Database system including Oracle, Postgres, Microsoft SQL Server.
2. Proficiency in vulnerability remediation strategies and tools. 3. Demonstrated experience in cost management strategies and optimization techniques for cloud infrastructure. 4. Knowledge of Active Directory, LDAP, SSO related technologies. 5. Sound knowledge of secure interfaces between heterogeneous systems. 6. Knowledge of enterprise architecture, software development life cycle, CICD, infrastructure automation, backup, disaster recovery, BCP and information security. 7. Good exposure to container management/deployment (Kubernetes, Docker, OpenShift). 8. Knowledge of networking protocols, architectures, and security principles. 9. Deployment and maintenance of SIEM and monitoring infrastructure. 10. Business risk modelling and risk assessment (BIA, BCP, RCSA, etc.). 11. Preferred Certifications: 1) Microsoft and Linux system administration certifications 2) Networking certifications 3) Cloud management certifications (Azure, AWS, Alibaba Cloud) 4) Virtual Machine and Microservices related certifications 5) Monitoring and scripting certifications (Splunk, Zabbix or similar) 6) IT service management (ITIL), project management (PMP), architecture, and governance processes.
12. Experience defining business processes, policies, and procedures. 13. Sound experience in leading infrastructure and cloud architecture projects. 14. Strong analytical and critical thinking skills, and ability of multi-tasking and managing projects in parallel. 15. Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration. 16. Master’s degree in computer science, Information Technology, Data Engineering, Information Security, or related fields; 17. General experience in service delivery/project design in information technology for financial sector organizations across multiple geographies. 18. Fluency in English essential to communicate in writing and speaking.
