THE BANK:
Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. In order to sharply focus the objectives of the Ten - Year Strategy (2024 – 2033) and ensure greater developmental impact, five major areas (High 5s) have been identified for scaling up, namely, energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa.

THE COMPLEX:
The Vice Presidency for Private Sector, Infrastructure and Industrialization is central to the Bank’s mission of developing the private sector, improving infrastructure and accelerating industrialization. The complex main functions are to (i) strengthen the enabling environment for private sector [and financial sector] development conducive to inclusive growth and sustainable development, (ii) support the development of reliable and sustainable infrastructure, including cities and urban development, and (iii) place renewed emphasis on industrial and trade performance in support of structural transformation across Africa. The Complex leverages knowledge, co-financing, and partnerships to attract private capital and work with governments on delivering the Bank’s development agenda.

THE HIRING DEPARTMENT:
The primary role of the Financial Sector Development (FSD) Department is to help the Regional Member Countries (RMCs) increase the reach, depth, and breadth of their financial systems, while safeguarding financial stability. The Department has four long-term objectives: (i) development of a vibrant private sector through an inclusive access by households and enterprises to financial services; (ii) strengthening market participants; (iii) developing efficient capital markets, and (iv) deepening regional financial integration.
Paired with other Industrialization, infrastructure and Private Sector complex departments, the FSD Department is responsible for implementing the Bank Group’s Financial Sector Development Policy and Strategy (FSDPS) towards promoting vibrant, innovative, robust and competitive financial systems, both national and regional, and in both the public and private sector levels of RMCs. FSD plays a transversal role across the Bank’s five strategic priorities, applying its financial deepening and access tool kit to the High Five (H5) agenda. Fundamentally, the scalability and policy momentum inherent in the H5 agenda create an important opportunity for expanded relevance of the FSD core skill-set: flexible financing instruments and delivery frameworks for financial inclusion, smart resource mobilization and capital markets development. FSD leverages partnerships to bring about greater developmental impact in financial sector development.
The Capital Markets Development Division’s mandate within the Financial Sector Development Department is to lead and support projects and programs aimed at creating more efficient capital markets and institutions capable of mobilizing domestic savings and allocating scarce capital in the Bank's RMCs. The Capital Markets Development Division works to ensure that the capital markets of RMCs are deepened, strengthened and developed to enable them to catalyze private sector savings into financing African economies through: (i) designing projects to strengthen capital market institutions and create an enabling environment for financial markets growth; (ii) promoting innovative capital market instruments for intermediating financing necessary to achieve the Bank’s H5 priorities; and (iii) cross-cutting interventions to build a pool of knowledge work, enhance the capacity of Africa’s financial market participants and promote integration of capital markets.

THE POSITION:
1. The Senior Capital Market Officer will participate in the Department’s and Bank’s efforts in introducing and developing existing interventions for capital markets development in RMCs.
2. The officer will advise, assist, and encourage RMCs to develop their capital markets to improve product diversity and broaden market depth and participation.
3. The officer will support the implementation of capital markets development policy and strategy through well identified, structured and approved projects working with a diverse client base including non-bank financial institutions, regulatory authorities and operating entities responsible for capital markets in RMCs.
The purpose of the job is as follows:
1. Participate in the Bank’s Capital Markets projects required for the broadening and deepening of target markets.
2. Originate capital markets projects in line with the Bank’s broad objectives (High 5s), the Bank’s business delivery model, and private and public client needs within regional member countries and to the level of development of RMCs.
3. Participate in the portfolio management of projects by ensuring proper implementation and early identification of challenges, constrains and advise on appropriate remedial actions.
4. Contribute to the updating and development of capital markets product operational guidelines and policies for specific capital market products, ensuring the Bank remains competitive and relevant in all capital markets product segments.
5. Propose and support the development of innovative long-term instruments for the deepening of Capital markets.

KEY FUNCTIONS:
Under the supervision of the Division Manager, the Expert will perform the following duties:
1. Participating in the preliminary evaluation of both lending and non-lending projects. This involves the initial screening of project applications, carrying out of desk reviews and evaluation of feasibility studies, preparing preliminary evaluation notes for presentation to the Department Management Team and more detailed project concept notes to obtain concept clearance for full appraisal or fact-finding missions.
2. Participating in the planning and execution of appraisal and fact-finding missions. This includes developing terms of reference for the mission team and coordinating the work of the mission team which usually includes professional staff from other departments within the Bank and carrying out independent research. This task also includes assessing the risks of projects, advising on the appropriate structure and conducting preliminary negotiations with sponsors.
3. Participating in the preparation of project appraisal reports for presentation to the Department, the various review committees and finally to the Board of Directors.
4. Supporting the origination, development, structuring and execution of complex financial sector and capital market transactions using innovative financial structures and risk management instruments for both private and public sector clients. Ensure that all conditions precedent have been fulfilled on a timely basis and all fees are billed and collected from clients.
5. Leading/co-leading transactions through the project life cycle. Contribute to the formulation of regional and country strategy papers, when requested, as well as providing ongoing feedback to sector manager, on the relevance of any lending, non-lending, or technical support.
6. Leading / co-leading technical assistance interventions to support capital market regulatory institutions, stock exchanges, and institutional investors to improve financial sector regulatory environment, deepen and diversify capital markets products, enhance the capacity of Africa’s financial market participants and promote regional integration of capital markets in RMCs.
7. Developing relationships within the Bank and represent the Bank and participate in seminars, workshops and conferences dealing with financial markets issues.
8. Maintaining knowledge of African financial markets/transaction structuring and provide market intelligence.
9. Assist with the introduction/development/ boosting of efficiency of companies to support capital markets ecosystems to thrive. Such companies may include providers of capital markets services such as investment ratings companies.
10. Build and maintain strong relationships with clients, global and regional private businesses, banking and multilateral partners and government officials to further develop the sector and to develop specific investment opportunities.
11. Provide support to other duties as assigned by the Division Manager.
REQUIREMENTS FOR THIS JOB
COMPETENCIES (skills, experience and knowledge)
1. A minimum of a Master’s degree or its equivalent in Accounting, Finance or Financial Economics or any other quantitative degree.
2. A minimum of five (5) years of relevant professional experience with strong knowledge of financial markets, socio-economic development issues and policies of African countries.
3. A command of financial markets instruments and structuring with experience in Corporate Finance, Equity Investments, Debt Capital Markets and Project finance.
4. Strong financial and credit skills; with demonstrated ability to structure a variety of complex financial instruments (debt, quasi equity and equity).
5. The ability to engage in a broad range of financial issues including a) Banking, b) Capital markets, c) Infrastructure Finance, d) Investments/equity funds, e) Corporate finance, and f) Housing finance challenges and solutions.
6. Proven track record in capital markets development, banking, housing finance, and promotion and experience in infrastructure and corporate finance using a range of Bank products, such as loans, guarantee products and technical assistance, programs at national and regional levels.
7. Innovation and creativity. The commitment to search for and produce innovative and creative approaches to activities in order to enhance performance and create added benefits to the Bank and its clients.
8. Communication: Provides clear and concise oral and written communication; presents oral information with clarity and appropriate style and adapts language and style to suit the requirements of a particular audience.

20. Financial Analysis: Demonstrates broad knowledge of sound financial analysis work, including knowledge on economic policy development; demonstrates strong analytical skills and writing ability to help identify and assess capital markets product requirements and support.
21. Regional integration: Demonstrated capacity in dealing with regional integrated institutions and financial / capital markets especially. Have a track record in regional policy dialogue to push different countries and their institutions on capital market integration agenda.
22. Knowledge and experience in development: translates technical and cross-country knowledge into practical applications and contributions to country and sector strategies; interacts with clients and policy level.
23. Capacity to conduct independent research and analyses, identify problems, propose solutions, and make recommendations to Management.
24. Capacity to prepare reports and documents. Capacity to present and defend the consistency of proposed programs and projects.
25. Strong knowledge of hedging instruments for risk mitigation and structured products is necessary, as well as exposure to Africa’s socio-economic development issues and policies.
26. Good knowledge of financial sector issues and demonstrated ability to engage in a broad range of development and policy issues regarding specifically the development and the integration of capital markets. Good knowledge of the Bank’s operational policies as well as the deep understanding of the financial sector challenges in Africa.
27. Support key tasks within the project team and ensure timely execution.
28. Anticipate potential obstacles to achieving team goals and provide insight and guidance to team members to effectively address those obstacles.
29. Ability to communicate effectively (written and oral) in English or French, preferably with a working knowledge of the other.
30. Competence in the use of Bank standard software (Word, Excel, Access, PowerPoint).
