JOB DETAILS Line Manager title: Head of Private Sector Unit Grade : P3 Direct reports: None Department: AfCFTA – Private Sector Unit Location: Accra, Ghana
JOB SUMMARY 1. The Monitoring and Evaluation (M&E) Expert will be responsible for designing and implementing a monitoring and evaluation framework for the AfCFTA Private Sector Unit's programs. 2. The M&E Expert will work closely with program teams to select key performance indicators (KPIs) and to collect, analyze and report on program data. 3. The M&E Expert will also ensure that the results are shared with internal and external stakeholders, including donors, partners, and program beneficiaries. 4. The REC Coordinator will report to the Head of the Private Sector Unit, and work with the other technical experts and value chain officers to ensure that the M&E is effective. 5. She/he will lead the Analysts within the Private Sector Unit to create M&E frameworks / plans and carry out M&E efforts at the value chain level, on a needs basis. 6. The M&E Expert will also communicate program results to relevant stakeholders, including AfCFTA member states and private sector stakeholders
ROLES AND RESPONSIBILITIES Main functions 1. Develop and implement monitoring and evaluation systems and frameworks to measure the effectiveness and impact of the PSU's programs and policies. 2. Conduct regular monitoring and evaluation activities, including data collection, analysis, and reporting, to inform decision-making and improve program performance. 3. Provide technical assistance, guidance, and capacity building to program staff and stakeholders on monitoring and evaluation practices, tools, and methodologies. Specific responsibilities 4. Design and implement a monitoring and evaluation framework for the AfCFTA Private Sector Unit's programs based on a results-driven framework, in collaboration with program teams. 5. Work with program teams to select KPIs and develop monitoring and evaluation plans for each value chain in which the programs are running. 6. Conduct regular monitoring and evaluation activities, including data collection, analysis, and reporting, to track progress against KPIs. 7. Ensure that program data is accurate, reliable, and timely, and develop data quality assurance measures to ensure the accuracy and completeness of program data. 8. Develop and maintain an M&E database and system to support monitoring and evaluation activities. 9. Provide guidance and support to program teams in monitoring and evaluation activities. 10. Ensure that program data is analyzed and shared with internal and external stakeholders in a timely manner. 11. Contribute to program reporting requirements, including annual and quarterly reports. 12. Provide training and capacity building to program teams on monitoring and evaluation activities.

REQUIREMENTS FOR THIS JOB |
ACADEMIC AND PROFESSIONAL QUALIFICATIONS Degree or Master’s degree in relevant fields (e.g., Management, or Economics).
Work experience 1. For those with degree will possess plus ten years’ relevant professional experience and those with postgraduate degree will have plus eight years’ relevant professional experience preferably in the private sector development and supporting Regional Economic Communities private sector engagements. 2. Five years of leadership and management experience. 3. At least eight (8) years of relevant professional experience in a similar position, preferably in the program management or similar function with past technical advisor experience.
Technical skills and behavioural competencies The ideal candidate fulfils the following requirements: 1. In-depth knowledge of monitoring and evaluation principles and practices, including designing and implementing M&E frameworks, conducting data analysis, and reporting 2. In-depth understanding of the workings of African regional economic communities as well as the methods and role of the private sector in collaborating with RECs to deliver / implement programs and interventions 3. Ability to navigate AU systems and culture within the AU organizations while driving transformation In addition, all candidates should demonstrate the following core competencies: 1. Strong presentation and public speaking skills, with the ability to represent the organization and promote M&E activities to a wide range of stakeholders 3. Mental toughness, resilience, and the ability to cope in demanding environments 10. An entrepreneurial, can-do attitude to overcome barriers and enact change 11.
