JOB DESCRIPTION
A position exists within the Infrastructure Project Pipeline Delivery and Management department for an Infrastructure Specialist –Transport at the PICC (Presidential Infrastructure Coordinating Commission) Offices in Sandton and Pretoria. This position will be based on a Three year (36 month) fixed term contract.

JOB PURPOSE
To Provide specialist strategic support and technical expertise to produce reliable and robust transport infrastructure investment projects.

KEY RESPONSIBILITIES
1. Contributing to the development of transport infrastructure projects to increase the rate and quality of investment in the country, through managing and coordinating the work of the ISA Transport Technical Working Group
2. Coordinating all transport Strategic Integrated Projects that are gazetted as such.
3. Engaging with national departments, state-owned entities, provinces, municipalities, external forums and private sector to collect information on energy projects and conduct special investigations/reports, with specific recommendations to improve all aspects of transport infrastructure.
4. Providing information, analyzing and synthesizing towards the development of strategies for the transport sector, in consultation with relevant government departments and State-owned Companies
5. Conducting economic and sector studies, such as the identification and analysis of transport sector development trends and economic analysis for regional and local sector specific studies.
6. Reviewing SIP reports, with a special emphasis on transport projects across all the SIPs.
7. Managing investigative assignments linked to the National Infrastructure Plan, SA’s Infrastructure Investment Plan and the Economic Recovery and Reconstruction Plan, as directed, on transport related projects.
8. Unblocking issues causing implementation delays
9. Developing pragmatic systems engineering and project management processes and techniques to deploy infrastructure projects successfully.
10. Promoting sound life-cycle Infrastructure Asset Management practices by all organs of State.
11. Conducting detailed reviews of feasibility studies and provide expert analysis of project costs, schedules, quality and processes; taking projects through the lifecycle stages to bankability.
REQUIREMENTS FOR THIS JOB
EXPERIENCE & KNOWLEDGE
1. 8-10 years industry/sector(s) specific experience in senior management role/position in the energy sector
2. Knowledge and experience in analyzing all technical and marketing aspects of a deal/project – due diligence
3. Knowledge and experience on working in a project management environment
4. Knowledge and understanding of monitoring and evaluating infrastructure projects
5. Knowledge and understanding of monitoring major infrastructure projects in implementation
6. Knowledge and understanding of legislation, which includes (but not limited to) the Infrastructure Development Act, the Public Finance Management Act, Municipal Finance Management Act, Intergovernmental Relations Act

QUALIFICATIONS
1. Honours Degree in Engineering or Economics degree, or equivalent (related to the transport sector).
2. Registration/Membership with the relevant bodies, recognized in South Africa will be an added advantage.
