JOB DESCRIPTION
1. The IPP Office’s specific mandate is derived from the Memorandum of Agreement between the DoMR, National Treasury and the Development Bank of Southern Africa which assigns to the IPP Office the implementation of the Independent Power Producers Procurement Programme (IPPPP) pursuant to Ministerial Determinations on behalf of the DMR&E and covers preparatory and sustaining contract management and monitoring actions to make effect and efficient procurement possible.
2. This is a Fixed Term Contract position aligned with the current MoA.
3. The purpose of this role is to effectively contribute to the development and implementation of the IPP Office strategy and to provide functional strategy and policy to the division Finance which includes the departments Finance, Supply Chain Management and Independent Audit.
4. The purpose of this role is further to implement and maintain a system of internal controls to the IPP Office and present accurate Financial Planning and Reporting in the form of Budgets, Annual Financial Statements and Management Accounts to ensure the sustainability of the IPP Office over the long term.

KEY RESPONSIBILITIES
1. Strategic Financial, Supply Chain and Independent Audit Development
1) Provide strategic financial direction for the IPP Office to map out the intent of the function and its associated goals;
2) Provide strategic direction to the Independent Audit and Supply Chain Management departments through the design and establishment of frameworks, policies and parameter setting;
3) Drive the execution of the Finance, Supply Chain and Independent Audit strategy through communicating with and tactically deploying the Finance team to achieve strategic outcomes;
4) Establish the annual Strategic Plan (SP) and Annual Performance Plan (APP) for the Finance Department;
5) Implement strategic initiatives, as per the Annual Performance Plan (APP);
6) Translate the IPP Office and Finance strategic initiatives into the design and implementation of internal controls in the form of required financial policies, standards, systems, practices and resources.

2. Strategic Execution
1) Drive the execution of the Finance strategy through communicating with and tactically deploying the Finance team to achieve strategic outcomes;
2) Present and obtain approval for the IPP Office Finance Management SP and APP from the Head of the IPP Office;
3) Interpret and align the Finance strategy into overall business plans and associated budgets, to achieve the IPP Office goals;
4) Provide internal advisory expertise on Supply Chain management expectations to inform various stakeholders;
5) Advise the Finance team on how best to address Audit, Supply Chain and Financial shortcomings proactively to achieve IPP Office objectives;
6) Manage and implement new high-level processes to maturity to facilitate the effective execution of strategic Finance, Audit and Supply Chain Management;
7) Design and manage the Service Level Agreement between the IPP Office and DBSA and act in the capacity of key liaison to oversee DBSA service delivery to the IPP Office.

3. Financial, Audit and Supply Chain Implementation
1) Manage Finance Department staff and deploy skill sets accordingly to meet unqualified audit opinions, adequate cash flow and procurement availability requirements;
2) Create internal systems and processes to streamline Financial Planning, Reporting and Control outputs;
3) Coordinate the activities of Finance Department staff by:
(a) Providing them with a mandate;
(b) Conducting regular check-ins to ascertain state of progress;
(c) Evaluating deliverables and providing guidance;
(d) Ascertaining the extent of completed deliverables
4) Manage the Annual Budget process, align to the Annual Performance Plan and consolidate results against the APP accordingly.

4. Legal, Compliance Management and Monitoring
1) Contribute to the establishment, framework, negotiation and wording of the Memorandum of Understanding (MOA) between the IPP Office, Department of Energy, Development Bank of South Africa and National Treasury
2) Facilitate transactions between the abovementioned parties
3) Act in the capacity of key interface between the IPP Office and DBSA, which includes:
4) Making representation to the DBSA
(a) IPP Office, when required
(b) Clarifying and resolving administrative issues relating to the MOA, including identifying breaches / misapplication of the MOA and raising of such or resolving, where possible
(c) Verifying compliance by the IPP Office to DBSA rights regarding the MOA
(d) Verifying that IPP obtains necessary instructions from DBSA to transact with them according to set rules /prescripts

5) Establish and maintain a system of internal controls and associated compliance measures
6) Oversee the implementation of remedial actions administered by the Finance Department for any audits that yield a Qualified Audit Opinion
7) Oversee the co-ordination and initiative of end-to-end compliance audits of IPP Contracts
8) Verify that the IPP Office remains compliant with regulations applicable to the role (i.e. PFMA, IFRS, PPPFA, BB-BEE, Treasury Regulations)

5. Strategic Financial and Budget Controls for long-term sustainability
1) Verify that adequate controls are developed and implemented and are accompanied with substantiating approved
2) documentation such that all purchases may pass independent and government audits
3) Determine and provide the IPP Office with an annual operating budget
4) Ensure programme success through cost analysis support and compliance with all contractual and programme requirements, including:
(a) Interpreting legislative and programme rules and regulations to ensure compliance with all legal and contractual guidelines
(b) Verifying that all government regulations and requirements are disseminated to appropriate personnel, and
(c) Monitoring compliance regarding all Finance Department activities

5) Manage and coordinate all fiscal activities for the IPP Office including revenue / expense and balance sheet reports to stakeholders
6) Oversee all purchasing activities to prevent the possibility of fraudulent procurement processes taking place
7) Develop, implement and maintain systems of controls to safeguard all financial assets of the IPP Office
8) Manage and oversee the coordination and activities of independent auditors through the verification of all resolved audit issues and meeting of compliance issues
9) Oversee the preparation of the annual financial statements, in accordance with required local and international reporting standards
10) Monitor all banking activities of the IPP Office to ensure the elimination of irregular activity k. Monitor cash balances and cash forecasts through active cash management to enable adequate cash flow in meeting the IPP Office’s needs
11) Oversee business insurance plans and ensure that the appropriate cover is taken out via the DBSA procurement framework to provide adequate protection against legal action
12) Oversee the maintenance of the inventory of all fixed assets, including assets purchased with IPP Office funds, assuring all are in accordance with required regulations and legislation

6. Reporting and Budgeting
1) Oversee the formulation and compilation of the Annual Budgets, including:
2) Issuing stipulated guidelines to the various IPP Departmental Heads
3) Collating and consolidating budget data
4) Evaluating returned provisional budgets from IPP Departmental Heads and initiating the various amendments
5) Consolidating and finalising the budget
6) Preparing Management Accounts for quarterly meetings

1) Oversee the formulation and compilation of required reports, including:
(a) producing monthly reports regarding management accounts, cash flow forecasts and sustainability studies
(b) preparing the Annual Financial Statement and liaising with external Auditors to ascertain the extent of receiving an Unqualified
2) Audit opinion

7. Staff and Departmental Management
1) Communicate a compelling vision to gain commitment to the strategy and objectives of the Finance Department Unit and the IPPO

REQUIREMENTS FOR THIS JOB
EXPERTISE & TECHNICAL COMPETENCIES
1. Minimum qualification & experience: Chartered Accountant/ Chartered Management Accountant/ Chartered Certified Accountant. MBA is required for this role. Minimum 10 years’ experience as CFO. A combination of Public and Private sector experience is required.
2. Professional Registration: Must have a valid and current registration at a Professional Accounting Body at either SAICA or CIMA or ACCA.
3. Knowledge:
3.1 General –
1) Strategic and operational Financial Management knowledge, supported by Financial and Project Accounting knowledge.
2) Knowledge and understanding of financial business case management in support of the Independent Auditing function.
3) Knowledge and understanding of business strategy and general business management principles
4) Knowledge and understanding of policies, acts and principles of Supply Chain Management as determined by National Treasury and the Development Bank of Southern Africa.
