ABOUT

AIIB’s Corporate Strategy highlights that green infrastructure will be a key focus for AIIB’s investment portfolio. A major component of green infrastructure are projects that support climate change efforts and help members meet their climate change commitments. AIIB has committed to reaching or surpassing, by 2025, a 50 percent share of climate finance in its actual financing approvals. Additionally, AIIB will seek to align its operations to the Paris Agreement and continue to be an active participant in the joint MDB efforts to both increase climate financing and find effective solutions to climate change.

AIIB’s Strategy, Policy and Budget (SPB) Department is responsible for: (i) developing and monitoring the implementation of the Bank’s strategic agenda, including its Corporate Strategy and implementation; (ii) developing and overseeing compliance with the Bank’s operational policies and procedures for the Bank’s infrastructure investment portfolio (non-treasury), including environmental, social, procurement and financial management; (iii) coordinating the Bank's partnerships and promoting regional cooperation; and (iv) managing the Bank’s administrative budget to support the implementation of the annual business plan and strategic agenda.

JOB PROFILE
1. The SPB Department is recruiting a Climate Adaptation Specialist.
2. The successful candidate will play a core role in the development and implementation of AIIB’s strategic approach for climate adaptation/resilience.
3. The specialist will undertake activities to: (i) address the climate adaptation/resilience dimensions of AIIB’s policies and strategies; (ii) assist in the implementation of AIIB’s Paris Agreement alignment commitment (iii) support the consideration of climate adaptation/resilience in investment programs and projects of sovereign and non-sovereign clients and (iv) drive AIIB’s capacity building and knowledge management efforts related to climate adaptation and Paris Alignment.
RESPONSIBILITIES
1. Support AIIB’s implementation of the joint multilateral development bank (MDB) framework on Paris Alignment, particularly on the operationalization of the assessment related to climate adaptation and resilience (e.g., developing guidance notes and technical notes and sectoral guidelines).
2. Provide technical support to identifying, maximizing and tracking climate adaptation finance of AIIB -funded projects, including assessing climate co-benefit of projects, supporting the tracking and reporting of adaptation finance.
3. Support the development of tools for climate risk screening and assessment for key infrastructure sectors (energy, transport, urban and water) and identify necessary adaptation measures.
4. Where applicable, provide technical support to operations departments in conducting in-depth climate risk and adaptation assessments to improve the project’s climate resilience (e.g., preparing concepts notes, developing terms of reference, results review).
5. Provide advice and inputs for the implementation of climate adaptation/resilience assessment for financial intermediaries, closely work with financial institution (FI) specialist on emerging climate topics such as disclosure of physical climate risk, private sector investments in adaptation, and adaptation investments through financial intermediaries, and Paris Alignment pathway for FIs.
6. Assess Bank-wide capacity-building needs on climate change and support the design and implementation of training programs for AIIB management and staff to this end.
REQUIREMENTS FOR THIS JOB
1. A minimum of a Master’s degree in climate change policy, disaster management environment and natural resource management, economics or a related field.
2. Minimum 5-8 years of experience in relevant climate topics including: mobilizing climate adaptation finance, climate-related physical and transition risk assessment, climate adaptation projects and/or climate resilient development for developing countries, economics of climate adaptation/value-at-risk and climate change models, tools and/or datasets.
3. Demonstrated technical skills in climate risk and adaptation assessment across industries.
4. Detailed knowledge of the UNFCCC process, Paris Agreement, climate finance instruments and mechanisms, and climate resilient development plans and commitments is desirable.
5. Detailed understanding and experience with the joint MDB climate adaptation finance tracking and reporting is a plus.
6. Strong practical experience in applying tools and instruments for mainstreaming climate adaptation and resilience, green growth and climate finance into development concerns in investment operations.
7. Familiarity with operations, policies and procedures of international financial institutions, and experience in processing and implementation of projects, is preferable
8. Results-oriented and proactive; good attention to detail and ability to communicate verbally and in writing in English.
9. Demonstrated ability to work effectively in a multicultural environment and build effective working relations with clients and colleagues.
