The Complaints-resolution, Evaluation, and Integrity Unit (CEIU) was established in 2016 as an independent unit within AIIB and is part of AIIB’s Oversight Mechanism created by its Board of Directors under Article 26(iv) of the AIIB Articles of Agreement. This provision empowers the Board to supervise the management and the operation of the Bank on a regular basis, and establish an oversight mechanism for that purpose, in line with principles of transparency, openness, independence, and accountability. CEIU is led by a Managing Director (MD) who reports directly to the Board.
CEIU has the following three functions: (1) complaints-resolution; (2) evaluation; and (3) integrity. CEIU’s integrity function plays a key role in the implementation of AIIB’s Policy on Prohibited Practices (PPP) and coordination with the anti-corruption offices of other multilateral development banks (MDBs).
JOB PROFILE AIIB is seeking a Senior Integrity Specialist who will be responsible for supporting the MD CEIU in the implementation of the PPP.
THE PRIMARY RESPONSIBILITIES of the Senior Integrity Specialist are to: 1. Assist in the establishment and implementation of systems, policies, and procedures to ensure integrity in AIIB operations. This includes identifying and proposing relevant standards and best practices, recommending them for approval by the relevant authorities within AIIB; and promoting them within the Bank; 2. Increase the level of staff awareness of AIIB’s commitment to such systems, policies, and procedures through the development and delivery of training programs, investigation of integrity violations, and follow-up actions on the resulting recommendations; 3. Carry out periodic reviews of policies, guidelines, and procedures to ensure their relevance, effectiveness, and efficiency.
Specific responsibilities and expected outcomes include but are not limited to: 1. Implement and update robust integrity systems for countering corruption; 2. Provide support to the operations departments during the preparation and implementation of projects; 3. Investigate allegations of integrity violations, from assessment of complaints to the finalization of investigative reports; 4. Engage and manage external retainers and staff, as required; 5. Analyze integrity and Anti-Money Laundering (AML)/Combatting the Financing of Terrorism (CFT) risks in AIIB-supported activities; 6. Implement state-of-the-art and lean integrity systems, policies, and procedures in AIIB operations.

REQUIREMENTS FOR THIS JOB |
1. Minimum 8-10 years of relevant professional work experience demonstrating a progression of responsibilities, including the conduct of administrative investigations that demonstrate the application of analytical skills with sound judgment; 2. Experience in international organizations working or in a national setting with extensive experience in international business/transactions. 3. Experience in corporate governance a plus; 4. Ability to perform under pressure and interact with others professionally and diplomatically at all times; 5. Demonstrated teamwork, leadership, and conceptualization skills; 6. Excellent oral and written communication skills in English, including the ability to clearly and concisely prepare, present, discuss and defend issues, findings, and recommendations at senior levels and to produce complex and compelling briefs, reports, papers, etc.; 7. Proficiency in a language used in AIIB’s developing members would be an advantage; 8. Master’s degree or equivalent in Law, Business Administration, Finance, or related fields from a reputable university.
