JOB DESCRIPTION
A permanent position exists within the Procurement Department for a Procurement Specialist of the IDC. The positions will be based at the IDC Head Office in Sandton and will report to the Procurement Manager.

OBJECTIVE OF THE ROLE
Procurement specialists are responsible for facilitating the procurement process which includes the evaluation of tenders for the supply of products and services, negotiation and administration of procurement contracts to ensure approved purchases are cost-effective, of high quality, compliant with contractual obligations i.e. transformation goals etc. and meet the requirements of the organization.

KEY PERFORMANCE AREAS
1. To facilitate the administration of the integrated procurement process and to conduct commercial evaluations i.e. cost evaluations, commercial evaluations, B-BBEE evaluations and other statutory compliance checks including the follow-through of recommendations to contract management and ultimately contract close-out.
2. To provide procurement advice to internal clients on procurement strategies to optimally serve business needs.
3. Prepare, coordinate and conduct negotiations with suppliers including finalisation of supply and service contracts to achieve cost savings and other commercial targets.
4. To effectively support B-BBEE imperatives and initiatives.
5. To assist internal user departments / clients with the development of clear technical specifications and associated cost models.
6. To provide support to the procurement manager with the implementation of procurement strategies.
7. To effectively implement procurement policy-, systems- and procedures and to ensure compliance thereto in the execution of procurement duties.
8. To ensure timely execution of procurement processes and to manage internal client expectations.
9. To support clients in the coordination of contract execution with suppliers. Monitor supplier performance based on Service Level Agreements (SLAs) including issue escalation and resolution.
10. To monitor supplier development plans for supplier growth and improved service delivery.
11. The incumbent must be prepared and willing to work overtime on short notice.
REQUIREMENTS FOR THIS JOB
KNOWLEDGE AND EXPERIENCE
1. Preferably 5-8 years procurement experience with at least 2 years dealing with integrated procurement processes which include tender and contract management functions.
2. Minimum 3 years’ experience in practicing Public Procurement Regulations as prescribed by the National Treasury i.e. PFMA / PPPFA and B-BBEE.
3. SAP experience in the Materials Management module (particularly SAP Materials Management module experience) would be an advantage.
4. Computer literacy (Microsoft Office suite: Word/Excel/Power Point/MS Project).
