ABOUT

ABOUT THE ROLE:
The Office of the Controller (CTL) comprises of four teams:
1. The Financial Management and Control Team processes staff reimbursements and payments to vendor and suppliers, including establishing effective controls and procedures to support the review and approval of such payments. In addition, the team is also responsible for master data governance of financial data.
2. The Loan Administration Team provides administration support for the Bank's investments, which include loans, equity, bonds, guarantees and other financing products. In addition, they are responsible for the billing, disbursement and collections related to these investments and is the owner of all post close investment data.
3. The Accounting and Reporting Team produce monthly, quarterly and annual financial statements; develop accounting policies and guidance for the Bank; provide consultation to business units on financial products and its accounting impact; and develop and maintain management and operational reports.
4. The Internal Control over Financial Reporting (ICFR) Team sets up and maintain the Bank's internal controls framework over financial reporting; ensures adequacy of key control design effectiveness; ensure reliability of disclosed financial information; provides advisory on ICFR related control; and maintains the effectiveness of 1st lines of control.
5. The role of the Finance Analyst will be to support these teams on a rotational basis. While their tasks and responsibilities will vary from one team to the other, all assignments require strong knowledge of finance processes and accounting. The rotation plan will be developed based on the candidate’s skill sets, qualifications and preference.

RESPONSIBILITIES:
Specific responsibilities include, but are not limited to: Financial Management and Control
1) Process payments to suppliers and vendors, and staff reimbursements.
2) Effective implementation of bank policies on payments to vendors and staff.
3) Support master data management of financial data.
4) Participate in process and systems enhancement projects.

Loan Administration
1) Provide back-office support for the Bank’s investments (primarily loans, but also includes equity investments, bonds, guarantees and other financing products).
2) Support CTL officers in advising project teams and participate in planning for disbursement arrangements across investment project cycle, in compliance with relevant guidelines and procedures.
3) Review disbursement requests in timely manner.

Accounting & Reporting
1) Assist in the preparation of monthly, quarterly, and annual financial statements.
2) Assist CTL officers in advising business units on financial products and its accounting impact.
3) Support the development and maintenance of management and operational reports.

Internal Control over Financial Reporting (ICFR)
1) Support the establishment, maintenance and testing of internal control in support of financial reporting.
2) Perform control testing and maintain Risk and Control Matrices.
3) Support in the implementation of ICFR and related systems.
REQUIREMENTS FOR THIS JOB
1. Bachelor’s or Master’s degree in in Finance, Accounting, IT?or related fields.
2. 2-3 years of relevant work experience (with a Bachelor’s degree) or 1-2 years of relevant working experience (with a Master’s degree) within a major international organizations or financial institutions.
3. Strong acumen and interest in finance and financial processes.
4. High level of integrity and a track record in handling confidential matters.
5. Demonstrable ability to pay strong attention to detail and can ensure accuracy of documents and communications
6. Effective team player who can easily build internal and external relationships.
7. Self-motivated with proven ability to manage multiple projects?with competing deadlines.
8. Proven ability to work efficiently?within teams.
9. Knowledge of programming is a plus.
10. Proficient oral and written communication skills in English.
