JOB DESCRIPTION Niger is one of the world’s poorest countries. In implementing the project ‘Promotion of national decentralisation and good governance in Niger’, GIZ supports the Government of Niger in implementing its decentralisation reform on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The objective of this reform is to sustainably improve local governance and the efficiency of services provided by the local authorities. The reform also aims to better integrate the population into decision-making and municipal development processes to promote grassroots development and strengthen social cohesion. In addition, the programme supports several key structures at national level involved in implementing decentralisation.
YOUR TASKS 1. Providing support with the development and dissemination of strong, innovative measures for implementing the decentralisation reform 2. Actively supporting the various processes within ANFICT to improve its performance and cooperation among the agency’s various units 3. Providing support with operational implementation of a monitoring and accountability system for the funds allocated to technical cooperation 4. Participating in revising the agency’s process manual 5. Providing support with the launch of the technical support desk 6. Supporting and advising the agency regarding its organisational and institutional development 7. Providing advice on improving the monitoring and evaluation system

YOUR PROFILE 1. University degree in public finance, economics or an equivalent qualification with several years of professional experience 2. Knowledge in the area of monitoring and evaluation 3. Experience in organisational advisory services 4. Experience in public relations work would be an advantage 5. Professional experience in the area of public administration is preferred 6. Considerable motivation and high tolerance for ambiguous situations 7. Business fluency in French
