JOB DESCRIPTION Capacity for Nutrition - National Information Platforms for Nutrition (C4N-NIPN) is one of three components of the ‘Knowledge for Nutrition (K4N)’ programme. As a joint action, K4N supports the European Commission (EC), its partners as well as the Federal Ministry for Economic Cooperation and Development (BMZ) with competence and knowledge to inform nutrition-related programmes and policies through evidence-based approaches and strategies. C4N is a key element of the EC’s ‘Nutrition for Development’ (N4D) Programme, which underpins the implementation of the EU ‘Action Plan for Nutrition (APN)’. Launched in 2015, NIPN is an EC initiative, providing support in nine countries for better nutrition information systems and improve data analysis for better-informed strategic decisions. Working with national institutions and partners GIZ will implement country-level platforms in Ethiopia and Niger with Mali being anticipated. The Advisor will work with the platform team in Niger (plus possibly Mali) and other platforms in the region towards delivery of strategic and coordination activities.
YOUR TASKS 1. Support the national partners in multisectoral dialogues to promote and strengthen the use of the NIPN platform within countries’ nutrition governance 2. Provide support to national partners in strengthening linkages with sectoral departments and with advocacy activities to promote resource mobilization for nutrition 3. Contribute to the planning and operationalization of the platform through active participation in relevant national technical fora 4. Facilitate dialogue to strengthen synergies with the EU Delegation, EU Member States and German development cooperation 5. Contribute to technical assistance and capacity development activities on, for example, project and budget management, advocacy for the allocation of national funds to NIPN 6. Support organisational development processes to embed the NIPN platform in national systems ensuring its sustainable management by national institutions 7. Regionally, strengthen structured knowledge sharing between platforms in the region and the NIPN implementing partners as well as with regional nutrition data initiatives 8. For Mali, support the set-up of the platform, with possible residence in Bamako, once the implementation is confirmed

REQUIREMENTS FOR THIS JOB |
YOUR PROFILE 1. University degree in nutrition, public health, food security, international development or related discipline, e.g. agriculture, public policy 2. Several years of relevant professional experience, preferably gained abroad, in providing support to the elaboration of strategies for nutrition to inform policymakers 3. Several years of experience in coordinating and facilitating multi-sectoral and multi-stakeholder processes with partners from government, non-governmental-organizations, development coordination and research 4. Proven experience in dialogue facilitation, partnership brokering, strategic planning, advocacy and communication 5. Longstanding experience with the delivery of capacity development measures in the areas of policy advice and communication strategies towards decision-making 6. Team orientation, flexibility within a rapidly changing environment, high degree of intrinsic motivation to achieve results, as well as ability to deliver goal-oriented results on time 7. Readiness to travel in Africa and to work under difficult conditions 8. Business fluent in French and English; knowledge of German is an asset
