Target Market: Global recruitment Reporting to Director General of the Independent Evaluation Office (IEO), the incumbent will be responsible for supporting the delivery of IEO’s mandate of promoting accountability and learning for improved NDB results and impact in its member states.
SPECIFIC RESPONSIBILITIES include but not limited to: Independent evaluations. 1. Undertake independent evaluations of Bank’s policies, strategies, operations, processes and related instruments. This includes, but is not limited to, designing evaluations, desk reviews, data collection and analysis, organization of evaluation missions, participation in field visits and focus group discussions, and preparation and presentation of evaluation reports. 2. Ensure due cooperation with NDB Management in each evaluation, carefully considering their comments on draft evaluation reports.
Evaluation synthesis. Prepare evaluation synthesis reports on selected themes, consolidating lessons, knowledge and good practices from individual independent evaluations to inform the design of new operations and the implementation of ongoing Bank activities and contribute to decision-making process in an effective way.
Reporting of evaluation results. Prepare and deliver presentations to the Management, Board of Directors, in-country partners, and other audiences on the results, findings and recommendations of evaluation products.
Knowledge sharing and communication. Prepare succinct knowledge products based on independent evaluations to enhance the design and implementation quality of Bank operations and ensure the knowledge products to be systematically communicated and disseminated to partners and stakeholders.
Internal peer reviews. Peer review IEO internal draft evaluation reports and other IEO documents, providing written and oral comments to strengthen the overall quality of the evaluation products.
Methodology development. Contribute to the Bank’s methodology development on evaluation.
Management of consultants. Mentor, guide and supervise consultants mobilised to support the implementation of evaluations and related activities. Other duties and responsibilities assigned from time to time.

REQUIREMENTS FOR THIS JOB |
POSITION REQUIREMENTS 1. For Professional, minimum 5 years of required work experience; for Senior Professional, minimum 7 years of required work experience; and for Principal Professional, minimum 9 years of required work experience. 2. Work experience in multilateral development banks (MDBs), UN organizations or private sector. 3. Experience of undertaking independent evaluations of development policies, corporate strategies, country programmes and projects, and/or evaluations of institutional processes, instruments and related activities. 4. Experience in preparation of evaluation policy and methodology development in international organizations, including UN agencies. 5. Knowledge of policies and portfolio management, results management frameworks and systems. 6. Managing multi-disciplinary teams of international and national evaluation experts and supporting staff. 7. Experience in engaging with operational and technical divisions and departments effectively during the evaluation process, promoting learning and accountability while protecting independence. 8. Experience in preparing and delivering presentation to a diversity of audiences, using customised tools and instruments. 9. Experience in facilitating interactions with Management and Board of Directors on the implementation of independent evaluation recommendations. 10. Cutting edge evaluation methodologies and processes. 11. Knowledge of self-evaluation system and independent evaluation architecture. 12. Writing of evaluation reports, briefs, working papers and other related knowledge products. 13. Data collection and analysis methods. 14. Managing and monitoring evaluation resources efficiently and effectively, including external evaluation experts. 15. Excellent teamwork and interpersonal skills, and ability to coordinate collaboratively across divisions/departments. 16. Excellent and persuasive oral and written communication skills in English. Skills in languages of other NDB member states highly desirable. 17. Master’s Degree or equivalent in evaluation, economics, law, business administration, finance, economic development, development management, public policies, international relations, or other related social science fields.
