ABOUT
The African Population and Health Research Center (APHRC) is an African-led and Africa-based international research institute committed to conducting high quality and policy-relevant multidisciplinary research. Our researchers address critical development issues and challenges facing sub- Saharan Africa (SSA) in areas such as education, population, health, aging, urbanization, and wellbeing. Our goal is to generate evidence for meaningful action, engage with policymakers in the region to disseminate our research findings, influence policy decisions, and improve the quality of life in Africa.

About National Sanitation Policy Advocacy in Eastern Africa Project
Kenya, like many African countries, has made commitments to increase investment in sanitation to a minimum of 0.5% of the country’s Gross Domestic Product (GDP), to facilitate universal coverage. To ensure this becomes a reality, there are several issues that need to be addressed, including a conducive enabling environment supported by a policy framework that makes it possible for the countries to invest and accelerate access to safely managed sanitation. However, the rate of growth is too slow to meet Sustainable Development Goals (SDG) expectations, and the investment in the sector must be accelerated if this was to become a reality.

APHRC is implementing a 3-year National Sanitation Policy Advocacy project in Eastern Africa. The project intends to support countries to develop or review their policies to be compliant with SDGs and the Africa Sanitation Policy guidelines (ASPG) that have been developed to harmonise the process of policymaking and the best practices with regards to the content of a good policy.

SPECIFIC OBJECTIVES OF THE ASSIGNMENT
National Sanitation Management Policy
1) Undertake a survey on knowledge and perception of importance of the National Sanitation Management Policy.
2) Undertake a survey on the role of the partner in the implementation of the NSMP.
3) Undertake survey of preparedness and willingness to implement the NSMP.
4) Document the type and level of support needed to implement the NSMP.
5) Make recommendations as to the opportunities available to support implementation of the NSMP in Kenya.

Data Systems in Kenya Sanitation Space, including JMP, GLAAS and WAASMO
1) Understand sector perceptions about existing data reporting frameworks in Kenya.
2) Make recommendations about opportunities available to support the country to streamline data capture, reporting and use.
REQUIREMENTS FOR THIS JOB
QUALIFICATION AND EXPERIENCE
1. Bachelor’s degree in Development Studies or related field required. A Master’s degree in the same and related fields of the lead investigator is an added advantage.
2. Evidence of having done surveys in Kenya for at least two years.
3. Knowledge and experience in other countries in Africa will be an added advantage.

Methodology
APHRC expects an all inclusive and targeted in-depth, evidence-based, and critical analysis. The analysis must deliver informed insights and reflections with practical recommendations.

Deliverables
1. Survey report and recommendations.
2. A comprehensive data and reporting systems analysis report and recommendations.

Confidentiality of information
All documents and data collected will be treated as confidential and used solely to facilitate analysis. Interviewees will not be quoted in the reports without their permission.

Content
All the required documents and reports shall be submitted to APHRC within agreed timelines and shall remain the explicit property of the organization.

Consultancy Period
The period of this consultancy will be approximately 4 months.

Management
The final report is subject to review and authorization by the project manager.

Bid Requirements
Consultants who meet the requirements of this assignment should submit an Expression of Interest, which should include the following:
1. Suitability statement that expresses commitment to availability for the entire period of the assignment.
2. Cover letter of not more than one page- Attached separately.
3. CV of not more than 2 pages- Attached separately.
4. Contact details of at least three referees.
5. Work plan informed by this terms of reference.
6. An indicative budget including all expected costs but broken down to demonstrate what each cost covers.
