JOB DESCRIPTION The “Support Programme for Rural Development in cotton regions of Cameroon” (ABC-PADER) of GIZ is the result of a joint cooperation between Cameroon, the EU and the Federal Republic of Germany. It started in September 2020 and is co-funded by the EU and the German Federal Ministry for Economic Cooperation and Development. It aims to improve the economic performance of private actors in agriculture and livestock by taking into account production systems adapted to climate change. More specifically, the programme contributes to reinforce employment in rural areas, to the sustainability of production systems to climate change and to conflict-sensitive land use planning. In order to achieve these objectives, the following five products are implemented: (1) Land tenure security and sustainable land management; (2) Agricultural finance and entrepreneurship; (3) Improved sustainable productivity through climate-smart agriculture; (4) Sector policy and inter-institutional dialogue; (5) Professional training in the agricultural and livestock sector.
YOUR TASKS 1. Support the Regional Delegation of Ministère de l’Agriculture et du Développement Rural (MINADER) Nord in initiatives to optimise land use (agricultural land and cattle areas) and by assistance to avoiding and/or mitigating conflicts among different groups (farmers, cattle breeders, groups practicing transhumance, migrants, etc.) 2. Support to the reinforcement of activities of user committees in selected watershed basins in order to contribute to the securing of agricultural areas and the prevention of agropastoral conflicts 3. Continuation of initiatives to support the structuring of the seed-producing sector; in particular support to the innovation platform to be set up and capacity development of actors in the field of seed and grain production in regard to regulations (certification process, networking with centres/schools on the corresponding professional areas, etc.) 4. Development of statistical data collection and management tools, including updating of tools and capacity development of staff being part of data collection structures and agents as well as development of synergies with the Society for the Development of Cotton in Cameroon to capitalise on production data, support to the setting up of the innovation platform 5. Institutional support to the Regional Delegation, particularly in the organisation of events (e.g. agricultural fairs) and communication with the team implementing ABC-PADER’s activities 6. Support of the Regional Delegation in the elaboration of the annual performance report 7. Accompanying the Regional Delegation in the implementation of monitoring and evaluation activities of programmes implemented in the region

YOUR PROFILE 1. University degree in agronomy or a similar field of specialisation in the context of land use management and multi-stakeholder coordination 2. Professional experience at a similar post or in the field of land use management and multi-stakeholder coordination 3. Experiences in the field of sector, network or platform organisation 4. Experience of working in the field with different target groups such as rural populations in Africa, agents of ministries and training structures in rural areas as well as private partners 5. Good skills in animation of rural target groups and methods of facilitation 6. Experience in the elaboration of sensibilisation and communication tools 7. Business fluent in French and fluent in English; German knowledge is an asset
