Location: Sub-Saharan Africa Location: Lesotho City/Cities Location Details: Maseru Job Code: 7257 Commencement date of the project: 15-Jan-2023 Application deadline : 05/10/2022
DESCRIPTION Project title: Support for the Reform and Strengthening of Governance in Lesotho Programme BRIEF DESCRIPTION OF THE PROJECT: Technical assistance services (supply of long-term and short-term expertise) to the Government of Lesotho in the following fields: governance and performance of justice and public service sector institutions, justice service access, accountability, transparency, integrity, and credibility of justice and governance institutions. BRIEF DESCRIPTION OF THE ASSIGNMENT The senior governance expert will support and report to the Team Leader and will be responsible for providing technical assistance to the oversight bodies. DURATION OF THE ASSIGNMENT: The minimum number of working days for this key expert is 640 days over a period of 48 months.

REQUIREMENTS FOR THIS JOB |
QUALIFICATIONS AND SKILLS 1. Master’s degree in public administration, social science, law or development, or equivalent domains. In its absence, equivalent professional experience of more than 10 years in law or the justice sector, preferably in a country included in the DAC List of ODA Recipients. 2. Knowledge of both written and spoken English. 3. Excellent computer skills.
GENERAL PROFESSIONAL EXPERIENCE 1. A minimum of 10 years of experience in the development and/or management of programs in the fields of public sector reform and governance 2. A minimum of 5 years of working experience in strengthening governance institutions, accountability, and transparency mechanisms, including anti-corruption processes and civilian oversight systems. 3. Experience in monitoring and evaluation of external cooperation programs. 4. Ability to communicate and negotiate with different government / judicial and civil society institutions.
SPECIFIC PROFESSIONAL EXPERIENCE 1. At least 3 years of experience in setting public sector monitoring and performance assessment systems. 2. At least 3 years of experience working experience with strengthening human rights compliance and anti-corruption measures and practices. 3. At least 3 years of experience in organizing sensitization campaigns or dialogue platforms on governance-related issues. 4. Experience in working with the principles related to gender equality and the rights-based approach. 5. Previous working experience in ACP countries and/or Sub-Saharan Africa is required.
