PURPOSE OF ROLE
1. The New Development Bank (“NDB”) is inviting applications for a position in the Ethics and Investigations Division.
2. The position will focus on the independent accountability mechanism in regards to people affected by NDB-financed projects.
3. Reporting to the Chief of the Ethics and Investigations Division, the incumbent will assist the Chief in:
1) Formulating, reviewing and implementing policies, procedures and guidelines related to the independent accountability and/or redress mechanism;
2) Handling complaints and investigations related to environmental, social and governance matters.

SPECIFIC RESPONSIBILITIES include, but are not limited to:
1. Lead the formulation, design, establishment and implementation of the independent accountability mechanism in NDB, through, inter-alia, the development, drafting, finalization and review of relevant policies and guidelines, including policies for Board approval;
2. Lead any consultations, both internally and externally, as applicable, with key stakeholders in regard to the independent accountability mechanism;
3. Apply relevant methodology, principles, tools and approaches encompassed in applicable policies and guidelines;
4. Initiate, develop and maintain targeted communication strategies for effective and regular communication with all stakeholders, especially complainants, NDB’s staff, executing agencies, implementing agencies, and any other interested parties or parties with a legitimate interest in the complaint handling process, including, but not limited to, Civil Society Organizations and local authorities;
5. Serve as the focal point for receipt and assessment of complaints;
6. Lead the assessment of complaints in consultation with the Chief, through conducting the necessary research, identification of affected parties and stakeholders, identifying main issues in point, identifying and assessing potential retaliation against complainants, their families, NDB staff and/or other parties involved in complaint handling and/or cases under investigation;
7. Plan and/or lead and/or participate in fact-finding missions, discussions, technical briefings, etc. as required;
8. Contribute to any required review and analysis of project documents
9. Provide training and awareness on policy and procedural matters, to internal and external stakeholders as needed;
10. Provide necessary support in identifying and maintaining auxiliary services for the pursuance of the mechanism’s mandate, as may be required;
11. Prepare accurate reports and other written products of the highest quality concerning all facets of the mechanism’s work, as required;
12. Ensure proper handling, securing and retaining of all confidential information in an appropriate manner, and in accordance with NDB policies and procedures;
13. Represent the mechanism in various fora internal and external to the Bank, with the delegated authority of the Chief when required;
14. Maintain and update the case management system in regards to assigned cases;
15. Contribute to the development of professional practices in the Division, including maintaining, updating and developing procedures, practices and tools applicable to the function;
16. Preparing lessons learned reports and other written products from case management for purposes of training and development;
17. Staying abreast of international best practices related to the function, advancing partnerships, liaising and networking with peer international organizations and participating in professional networks as required;
18. Formulating communication strategies for external engagement and dissemination of NDB’s independent accountability mechanism as needed; and
19. Perform all other tasks as may be assigned by the Chief.
REQUIREMENTS FOR THIS JOB
POSITION REQUIREMENTS
1. Minimum of 9 years of relevant professional experience in a multilateral development bank, or international financial institution in the areas of environmental and social safeguards, and/or related investigations.
2. In-depth knowledge of internationally recognized environmental and social, corporate governance and integrity standards.
3. Demonstrated practical experience in designing, convening, advising, or facilitating local, national, or regional alternative dispute resolution multistakeholder processes and/or investigations, on environmental and social issues.
4. In-depth knowledge of environmental and social programs in international organizations.
5. Acute analytical skills to plan, conduct and manage complaint-handling processes.
6. English fluency (written and spoken) is essential.
7. Exceptional strategic thinking, leading change, problem-solving, communication, conflict management and resolution, and interpersonal skills with high resilience and drive in achieving objectives and goals.
8. Relevant experience in a multicultural work environment fostering a climate of teamwork and collaboration.
9. Master’s degree or equivalent. Admission to the Bar will be an asset; Certified mediator will be an asset.
