PURPOSE OF ROLE
Reporting to the Chief, Corporate Procurement (the Chief), this position will be responsible for the execution of Corporate Procurement Policy/Guidelines, especially for the purchase and management of IT related systems and complex services; for the establishing, improving, and running of e-procurement system.

SPECIFIC RESPONSIBILITIES include, but not limited to:
1. Support the development of corporate procurement policy and guidelines including annual corporate procurement plan, annual statement, manuals and standard operating procedures.
2. Develop the documents pertaining to corporate procurement, such as the working mechanism and procedures for procurement committee, the templates of RFQs, RFPs, and vendors’ proposals evaluation documents used in limited competitive or open competitive procurement.
3. Conduct corporate procurement as per the work allocated by the Chief or Director General of Administration Department, especially for the procurement related to IT software, hardware, systems and services.
4. Coordinate with IT and/or other user departments/divisions to define the service scope, requirements and specifications, and draft RFPs (RFQs) and TORs after receiving the approved IT procurement requests.
5. Search the market based on the specified requirements and identify the potentially qualified suppliers.
6. Proceed the procurement activities via e-procurement system or off-line process, analyze and evaluate the proposals, negotiate on the terms and conditions with potential vendors, provide recommendations on vendor selection and finalize contracts by coordinating in the internal procedures including legal clearance, contracts signing, etc.
7. Maintain NDB’s suppliers database, support the development of NDB’s suppliers management system.
8. Monitor and track the quality of the purchased IT goods and the services, conduct the interim review to the IT procurement that are highly valued, and/or with the contract term for more than one year.
9. Support the optimization and/or upgrading of the e-procurement system. Liaise with the external vendor and concerned departments/divisions, elaborate the user’s requirements to the vendor, and manage the system optimization project on behalf of Administration Department.
10. Support the NDB HQ facility management, focusing on the hard service, especially those related to IT projects, including but not limited to server room, trading room, 5G infrastructure, etc.
11. Other work-related assignments allocated by the Chief or Director General of Administration.
REQUIREMENTS FOR THIS JOB
POSITION requirements
1. Minimum 5 years relevant work experience for Professional level; and minimum 7 years of relevant work experience for Senior Professional level.
2. Relevant experience in a multilateral development bank or equivalent private/public sector. At least 3 years of proved experiences in IT related corporate procurement or IT project management.
3. Familiarity with statutory regulations and international practices, and possess experience/skills to manage and execute IT related corporate procurement.
4. Strategic thinking, leading change, problem solving, communication, conflict management and resolution and interpersonal skills with resilience and drive in achieving objectives and goals.
5. Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration.
6. Master’s Degree or equivalent in a relevant field from a reputed university. Relevant certification/s from globally recognized certification agencies in the related field would be preferred.
