We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services. GIZ International Services is shortlisted for the EU-funded tender: „Technical Assistance to policy implementation in the areas of agriculture and climate action in the framework of the Sector Reform Contract Transformational Climate-Smart and inclusive agriculture in Rwanda.” The overall objective to which this action contributes is: To contribute to the effective implementation of national sector policies in the areas of agriculture and climate action in agriculture in Rwanda, in the framework of the sector reform contract “Transformational climate-smart and inclusive agriculture in Rwanda”. The specific objectives (outcomes) of this contract are as follows: To support the sector policies design, implementation, monitoring and coordination in the areas of agriculture and climate action in agriculture. To contribute to effective implementation of the sector reform contract “Transformational climate-smart and inclusive agriculture in Rwanda”, in close coordination with the EU Delegation to Rwanda (EU Delegation).
YOUR TASKS He/she will strengthen Public Finance Management (PFM) at central and district level, including consolidation of internal audit systems, improvement of audit performance, supporting ministries in their collaboration with the Auditor’s General Office, budget planning and monitoring and effective spending. 1. He/she will enhance coordination between MINAGRI, MoE, MINECOFIN and Districts on budget planning and resources mobilisation. 2. He/she will contribute to consolidate sector expenditure verification in the areas of agriculture and climate action. 3. He/she will support the EU Delegation and MINECOFIN on economic, financial, sectors analysis link to the budget support process under a sector reform contract. 4. He/she will supervise thematic studies and deliverables from Non-key experts.

YOUR PROFILE Qualifications and skills Minimum requirements: 1. Master’s degree in Economics, Public finances or Administration or equivalent professional experience of at least 10 years; 2. Knowledge in audits and expenditure review; 3. Excellent English communication skills both orally and in writing; at least C-1 level proficiency in English.
Considered an asset: 1. Complementary Diploma in Agriculture or environment will be an asset; 2. At least B-2 level proficiency in French; General professional experience A minimum of 6 years of experience is required.
Minimum requirements: 1. Preferably 6, but minimum 4 years of professional experience related to public finances; 2. Professional experiences with local or decentralized authorities;
Considered an asset: 1. Experience (s) with EU sector budget support programs; 2. Similar experiences in African countries. Specific professional experience A minimum of 6 years of experience is required.
Minimum requirements 1. Minimum 3 years of professional experience related to budget reporting; 2. Proven working experience with local authorities or territorial civil service in budget, planning and public finance sector; 3. Proven working experience in audits, preferably collaborating with National Auditor general.
Preferred requirements: 1. Experience with European system of accounts (ESA) will be an asset; 2. Experience in programme budgeting will be an advantage.
LOCATION INFORMATION The operational bases of the project will be at Kigali, Rwanda. Start date & period of implementation The indicative start date is 08 March 2023 and the period of implementation of the contract will be 48 months from this date (for a minimum of 880 days).
