BACKGROUND OF THE PROJECT
Africa (HCD+) is a platform funded by Bill and Melinda Gates Foundation (BMGF) and will have the capability to serve as an African voice for advocacy, accountability and transparency on HCD. It will seek to accelerate political commitments, decision-making and funding for key priorities towards realising SDGs #1-6 in Sub-Saharan Africa. It aims to incubate regional advocacy and technical assistance hub on Human Capital Development towards increasing African Government's commitment, funding, and accountability to HCD. The platform, through increased HCD advocacy, focuses on three pillars: (i) Health and Nutrition; (ii) Education, skills and labour participation; (iii) Entrepreneurship, financial inclusion, and digital economy.
Also, HCD sits across multiple Ministries, Departments and Agencies (MDAs) in many African governments. Hence, no organisation holds an integrated vision for HCD. An HCD-focused institution can further help the HCD agenda on the continent. It will focus on four missions: (i) Create transparency on the HCD performance across the continent; (ii) Advocate with heads of state and decision-makers to make HCD a priority; (iii) Ensure effective coordination and collaboration with stakeholders and decision-makers; (iv) Selectively drive the implementation of flagship programs in education, health and economic inclusion. The programme has since commenced its activities in Abuja.

SUMMARY OF THE ROLE:
1. The Chief Operating Officer (COO) will report to the Executive Director.
2. S/He will have the overall operational responsibility for the orgainsation's management in terms of administration, human resourecs and ICT.
3. In addition, s/he will develop policies that promote the company's culture and vision through its operations.
4. The COO is responsible for ensuring operational efficiency, including maintaining control of diverse activities and establishin operational, human resources and asset management policies.

RESPONSIBILITIES & DUTIES:
1. Responsible for developing and driving operational strategy, optimising resources, process and people improvement, and translating strategy into actionable goals for optimal performance, growth and sustainability.
2. Oversee the day-to-day operations of the organisation
3. Develop, in collaboration with the Executive Director and the senior management team, an annual operating plan that supports the organisation's long-term operations strategy;
4. Provide timely and candid updates of the program operations and progress towards achieving set goals, including material deviations from the goals or objectives and policies
5. Drive the Human Resources policies and procedure
6. Ensure open communication, timely issue resolution, and effective facility management
7. Provides timely, accurate and complete reports on the operating condition of the assets
8. Foster a culture that promotes ethical practices and services
9. Maintain a positive work climate that is conducive to attracting, retaining and motivating a diverse group of team members at all levels
10. Fosters a success-oriented, accountable environment
11. Coordinate and proactively manage principal operating risks.
12. Works collaboratively to develop and/or improve systems, processes, controls and procedures that will enhance the organisation's overall efficiency.
REQUIREMENTS FOR THIS JOB
QUALIFICATIONS AND EXPERIENCE:
1. A Master's degree in Business Administration, Management or related areas.
2. 8 – 10 years experience in operations management (including human resources) or a similar role
3. Familiarity with the operational procedures at all levels of an organisation
4. High-level communication and stakeholder management skills
5. Solid analytical, decision-making, and problem-solving skills
6. Ability to inspire team members to live up to their potential and optimise their productivity
7. Demonstrable competency in strategic planning and employee engagement
8. Robust ability to motivate and mentor subordinates
9. Ability to identify problems and address them promptly
10. Effective time management and conflict resolution
11. Strong organisation skills, ease of communication and delegation
12. Excellent written and verbal communication skills
13. Attention to detail

Language:
Fluency in English language is required. Knowledge of the French language is an added advantage.
