JOB SUMMARY
1. The Environment and Climate Change Officer will, under the direction of the Head of Sustainable Trade Unit, ensure the integration/ mainstreaming of climate and environment considerations into TMEA’s work.
2. S/he will ensure project practices are in line with TMA’s climate and environmental strategies and policies, related national policies as well as international best practices.
3. The Officer will support project teams under TMA programme portfolio in mainstreaming climate change into programmes through provision of strategic and practical advice to the teams on building climate change resilience and mitigation measures; environmental management; developing frameworks and tools; knowledge management and sharing.
4. The officer will also provide programme management support in the implementation of Climate Change mainstreaming interventions in TMEA’s programme portfolio.
5. Specifically, the Climate Change Officer will support ERRA and BEEP Programme Implementation and additional TMEA programme implementation as assigned.
6. This role will liaise closely with colleagues in Safeguarding and project risk within the Sustainable Trade Unit as well as other units within the Programme Delivery Hub at large. The role will also closely collaborate with the country and regional programme teams.

ROLES AND RESPONSIBILITIES
Policies, strategies and frameworks for environment and climate change action
1. Substantively contribute to developing TMEA climate change policies, strategies, and approaches in close collaboration with teams to guide the design of CC specific projects and mainstreaming of mitigation, adaptation, and resilience.
2. Liaise with project teams in ensuring adherence to national environmental legislation and international environmental management best practice in TMA’s portfolio programme to ensure not only “do no harm” but also exploitation of beneficial climate, environment, and social opportunities.
3. Support project teams in ensuring that where applicable, quality environmental and social impact assessments (ESIA), and Environmental Audits (EA) are prepared and implemented to ensure effective mitigation of risks and exploitation of beneficial opportunities.
4. Monitor and report on Environmental Management Plans and Climate Risk Plans for TMA programmes.
5. Keep abreast of climate change and environment issues and liaise with management and project leads in maintaining close ties with key climate experts and institutions and be well informed about evolving steps with respect to the climate change international agenda and donors existing and pipeline policies on the same.
6. Support in building strong partnerships with national, regional and international climate change and environment-focused organisations to strengthen TMA’s contribution to this agenda.
7. Liaise with partners and communities in TMA’s scope of operation in building climate and environmental management capacity as well as supporting them in the identification, development, and implementation of green growth initiatives with linkages to donor financing.
8. Conduct training and deploy climate and environment tools to build the capacity of project teams in addressing climate and environment developmental issues.

Mainstreaming of environment and climate change issues into TMEA’s activities
1. Contribute substantive inputs on environment and climate change in TMA’s key documents e.g., strategies, concept notes, PARs, funding proposals, portfolio reviews, business plans, workplans, budgets, project reports etc. to ensure climate resilience and low carbon growth issues are well integrated.
2. Support in identifying and developing activities to reduce greenhouse emissions, and adapt to climate change, including by working closely with partners to develop projects which can be funded from international financing.
3. Support the development of environment and climate tools to ensure enhanced climate risk assessments, GHG emissions estimation and reduction potential, and the investments potential for green technologies.
4. Engage continuously with project teams throughout the project cycle management to ensure environment and climate related indicators are monitored and reported on periodically.
5. Support project teams in the preparation of sound design and development of climate change projects for eligibility of climate financing.
6. Provide programme management support in the implementation of Climate Change specific interventions in TMEA’s programme portfolio. Specifically, the Climate Change Officer will support ERRA and BEEP Programme Implementation and additional TMA programme implementation as assigned.

Support TMEA’s Sustainable Trade Unit (STU) team’s Performance
ES Safeguards specific:
1. Assist in the implementation of TMA’s E&S Safeguards Standards in TMA projects to ensure “do no harm” and the exploitation of beneficial environmental and social opportunities.
2. Assist in providing substantive inputs on ES relevant project/ programme documents to ensure alignment/ compliance to TMEA’s ES Safeguards Standards.
3. Assist in conducting projects field mission visits to monitor downstream partners, contractors, and consultants’ adherence to ES Safeguard Standards.

Project Risk Management specific:
1. Assist in the implementation of TMA’s project risk management guidelines in TMA’s projects to ensure adequate risk identification, mitigation, monitoring and reporting throughout project life cycle.
2. Assist in conducting projects field mission visits to assess and monitor project risks with a view of offering and supporting remedial action.
3. Assist in both project risk/ ES Safeguards related procurements and works oversight to ensure their successful implementation.

TMEA’s corporate level roles

9. Maintain zero tolerance to bribery, fraud and corruption, and ensure the immediate reporting of any corruption or suspect behaviour that threatens TMA’s reputation.
10. Any other related roles and responsibilities as may be assigned by the Manager, Sustainable Trade Unit.
REQUIREMENTS FOR THIS JOB
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
Undergraduate degree OR Postgraduate degree in Climate Change, Environment Transport, Energy, Natural Resources, Engineering or a related field, and certification by relevant professional body e.g., NEMA.

Work experience
1. For undergraduate degree holders, at least five years’ experience working on climate change and environment and for Postgraduate degree holders, three years’ experience.
2. Experience working with government, private sector, CSO, and/or development agencies from the perspective of climate change and environment.
3. Experience of working with transport, infrastructure or trade sectors will be desirable.
4. Proven track record of environment and climate mainstreaming in project delivery.

RISKS ASSOCIATED WITH THE POSITION
This role will be working predominantly through project implementation teams. However, during routine field missions/ site visits to monitor project progress and the handling of STU's themes, there is potential for safeguarding risks to arise during engagements with the communities. For example, safeguarding risk may result when engaging communities to understand their views and concerns, however this is mitigated with appropriate training and experience in safeguarding.
