PROGRAMME OVERVIEW:
USAID Youth-Powered Ecosystem to Advance Urban Adolescent Health (YPE4AH) is a five-year (May 2020 –May 2025) award funded by the United States Agency for International Development (USAID). It is being implemented in Lagos and Kano states by DAI in partnership with Youth Empowerment and Development Initiative (YEDI), Women Friendly Initiative (WFI), Yellow Brick Road (YBR), and Grassroot Soccer (GRS) in collaboration with the government of Nigeria. The Project aims to improve the health and well-being of out-of-school youths in urban slums in selected communities in Lagos and Kano States. The program will foster an ecosystem that centers around Youth Hubs and seeks to provide safe spaces to access sexual and reproductive health and rights information and referrals. Similarly, the program will empower young Nigerians to think about their futures differently and access the skills, social capital, and resources needed to realize their aspirations.

JOB SUMMARY:
1. The Finance Lead will provide supervision and lead all aspects of project financial management, procurement, subawards/subcontracts, budgeting, and accounts, including supporting start-up and close-out activities.
2. The Finance Lead will therefore be responsible for coordinating all financial transactions under the USAID YPE4AH Project ensuring adherence to USAID rules and regulation as well as DAI financial policies.
3. The Finance Lead will coordinate the assessment of the financial performance of the Project in line with set budgetary targets.

OTHER KEY RESPONSIBILITIES include:
Financial Strategy and Planning
1. Lead the preparation and submission of annual work plan budget to USAID.
2. Oversee the development of financial forecast throughout the year while ensuring that the project pipeline is accurate and updated regularly.
3. Manage the weekly and monthly cashflow forecast for the project.
4. Lead on the tracking of actual spending against annual budget.

Reporting
1. Ensure bi-weekly field expense reports are submitted to home office.
2. Prepare monthly financial report and presentation to senior management team.
3. Lead on the preparation and submission of quarterly accruals and financial reports to USAID.

Compliance
1. With the Chief of Party, ensure financial compliance with USG, USAID, DAI corporate, and Nigerian regulations.
2. Ensure that complete and accurate accounting records are maintained for all project transactions.
3. Oversee all audit and internal control operations by ensuring strong internal controls are in place and reviewed periodically.
4. Manage year-end accounts preparation and support for any external audits.
5. Lead routing performance and risks analysis in coordinating financial planning for the YPE4AH project.

Banking
1. Oversee banking operations, including setting up accounts, updating mandates/signatories, making payments, and reconciling accounts.
2. Manage the banking relationship and ensure issues are resolved timely.

Leadership
1. Manage and mentor the finance team (across the consortium partnership).
2. Support in building the capacity of the finance team of sub-awardees.
3. Guide the finance team responsible for each implementation strategy in achieving budgetary targets.
REQUIREMENTS FOR THIS JOB
REQUIRED QUALIFICATION AND EXPERIENCE:
1. A Bachelors’ degree or equivalent qualification in Finance, Accounting, Economics, Business Administration or similar discipline. Possession of an accounting certification; ACA, ACCA, CIMA is required.
2. 7-10 years of relevant experience in accounting & financial management on a donor-funded project. USAID experience involving accounting, budgeting, and forecasting duties is highly desirable

REQUIRED SKILLS AND COMPETENCIES:
1. Strong knowledge of accounting, budgeting techniques, financial control practices and reporting
2. • Excellent knowledge of Microsoft Office Suite (particularly Excel) and the ability to work with modern accounting software (e.g. SAGE, QuickBooks, Peachtree, etc.)
3. Excellent written and verbal communication skills
4. Strong analytical and problem-solving skills
5. Ability to keep confidential accounting/financial information
6. An analytical mind with a strategic ability.
7. Sound knowledge of financial analysis and forecasting
8. Good communication and interpersonal skills
