PURPOSE OF ROLE
1. Reporting to the Vice-President and Chief Administrative Officer, this position will be responsible to lead the developing and implementing administrative polices and guidelines, and managing the planning, implementation, budgeting and continuous improvement of the facilities, infrastructure and administration services of the Bank.
2. This position will also be responsible for protocol, security and safety, Privilege and Immunity as per agreements with the member countries, and corporate procurement of works, goods and services of the Bank.

SPECIFIC RESPONSIBILITIES include but not limited to:
1. Develop, implement and continuously monitor policies, standards, guidelines and procedures related to corporate procurement, facilities management in both Headquarters and regional offices, and space management, internal services, protocol, Privilege and Immunity, staff security and safety, business continuity, crisis management, and emergency response.
2. Manage the corporate procurement activities in accordance with the Bank’s policies and budget requirements, ensuring timely, cost effective and fit for purpose delivery of works, goods and services as required by the Bank and internal stakeholders.
3. Manage the maintenance of the Headquarters building and other facilities of the Headquarters Seat in China, as well as make appropriate arrangement for the location and furnishing of the Bank’s regional offices, as per agreements with the member countries, and in line with the international and local standards as well as the Bank’s policies and guidelines.
4. Manage the Bank’s office space, facilities, and amenities including their planning, utilization, and efficiency improvement.
5. Continuously engage with the Host City to resolve outstanding issues and ensure seamless implementation of the Headquarter related agreements and review the agreements as necessary.
6. Supervise the day-to-day activities related to internal services and general administration, including travel management, reception service, mailing, seals management, filing, archiving, library, office car management, event/conference/meeting support, canteen, and gym.
7. Coordinate with relevant stakeholders, including the Ministry of Foreign Affairs, China, Shanghai Municipal People’s Government, and other related parties, to fully implement Privilege and Immunity related arrangements.
8. Manage all matters pertaining to immunities and privileges of the Bank and its staff such as protocol, visa and international organization ID (IOID). Liaise with foreign governments, their embassies/consulates for issue of passports/visas for officials of the Bank; and oversee all travel arrangements.
9. Nurture talent and coach the team to ensure continuous learning and development of the team.
10. Other duties and responsibilities assigned from time to time.
REQUIREMENTS FOR THIS JOB
1. Minimum of 15 years of relevant professional experience, culminating in a leadership role and position of influence, in a multilateral development bank or equivalent or regulated private sector financial institution or a public agency or a large corporate enterprise with experience in the area of facilities, infrastructure and administration services, corporate procurement, and protocol.
2. In-depth knowledge and experience in dealing with various Government authorities, Embassies etc.
3. Proven experience in managing and leading corporate procurement, facilities and administration services, vendor management, security management etc. in a large and complex global organization or a public agency.
4. Strong leadership and managerial skills in managing a diverse workforce.
5. Exceptional strategic thinking, leading change, problem solving, communication, conflict management and resolution and interpersonal skills with high resilience and drive in achieving objectives and goals.
6. Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration.
7. Master’s Degree or equivalent in a relevant professional field from a reputed university.
