JOB DESCRIPTION
Within the next 30 years, Uganda wants to develop towards a middle-income country. To achieve this, it needs to overcome several bottlenecks that are hampering the country's socio-economic development and are being addressed in the program "Strengthening Governance and Civil Society in Uganda". The component on civil society is the "Civil Society in Uganda Support Programme" which is co-funded by the EU with and has the objective of strengthening the capacity of civil society in Uganda. In order to achieve the objectives, government and civil society actors at national and sub-national levels will be strengthened in their organisational capacities. This is done through three areas of action: 1) promoting regulatory and operational frameworks for civil society organizations, 2) strengthening the meaningful and structured participation of civil society in inclusive subnational and national policy development processes, and 3) improving the responsiveness, sustainability, and resilience of civil society organizations. Particular attention is paid to the implementation of the human rights-based approach and the cross-cutting issues of gender, youth, refugees, inclusion and digitalization.

YOUR TASKS
1. Support civil society organizations in the effective use of participatory processes/methods, including digital formats
2. Strengthen the capacities of state actors such as district administrations and other subnational administrative structures (e.g. in terms of facilitation and moderation skills, methodology, and use of guidelines) to improve the quality of setting up and facilitating participatory processes for citizen inclusion and dialogue forums
3. Support civil society organizations in monitoring the National Development Plan, as well as adherence to the human rights-based approach of the Parish Development Model
4. Strengthen digital skills of civil society organizations and pilot innovative digital participation formats
5. Support civil society organizations in using evidence-based tools (e.g. position papers) and in implementing and applying social accountability methodologies to generate evidence-based inputs in relevant consultation and participation processes and respective dialogue formats
6. Strengthen the thematic and methodological expertise of civil society organizations, with a focus on gender inclusive governance, participation formats and LNOB, including digital competences and skills.
7. Strengthen the capacity of civil society organizations in areas such as accountability, management and leadership skills, cooperation, and networking, through tailored interventions at organizational and individual level and taking into account different needs and priorities.
8. Advising and strengthen civil society organizations in resource mobilization, including philanthropic approaches, social entrepreneurship, and other innovative sustainable approaches.
REQUIREMENTS FOR THIS JOB
YOUR PROFILE
1. Master/Diploma level degree in social or political sciences, or a comparable education degree, or particularly strong practical experience in the civil society sector.
2. At least two years of professional experience in organizational development and political participation.
3. Confident personality with a high level of frustration tolerance, and flexibility and experience in working in intercultural teams.
4. Pro-active communication style to stay in regular exchange with colleagues in other (remote) locations.
5. Practical working experience in developing countries, especially in Southern Africa.
6. High inter- and socio-cultural sensitivity.
7. Fluent in English speaking and writing.
8. Class B driver's license.

LOCATION INFORMATION
You will be working with a variety of partner organizations and therefore be based at the Hub office in Mbale (Eastern Uganda) and not embedded/attached to a selected partner organization. Thus, there is no Memorandum of Understanding (MoU) with any specific organization. The climate in Mbale: Tropical weather, wet or dry depending on the season. Items of daily needs are available in Mbale or in the capital Kampala. Medical care is available, but on international level it is limited, even in the capital. Mbale has different schools and kindergardens - international schools are only available in Kampala.
