ABOUT
The Bank has established the Africa Regional Centre (ARC) in Johannesburg, South Africa. The Africa Regional Centre is the primary interface between the Bank and stakeholders in the region, and is responsible for project origination, supervision of implementation, and client relations in Africa.

PURPOSE OF ROLE
Reporting to the Director General, Africa Regional Centre, the incumbent is responsible for
1) Coordinates the work program, leads the country dialogue regarding operations, origination (including initial project preparation) and implementation monitoring of NDB operations’ in the region;
2) collaborates with the Public Sector Department, the Private Sector and Non-Sovereign Transactions Department, and Project Portfolio Management Department in identifying, building, and incorporating lessons learned from the Bank’s operations;
3) supports and collaborates with the Environmental, Social and Governance (ESG) Department in monitoring environmental, social, procurement, and governance related aspects in the implementation stage of projects and the dialogue with civil society in the countries of operation. This position is based in Johannesburg, South Africa.

SPECIFIC RESPONSIBILITIES include but are not limited to:
1. Business development, project origination, and project selection in the region, with the contribution of other departments, as necessary.
2. Engage with different stakeholders and potential clients to develop a working pipeline of projects in the region.
3. Identify outcomes and development impacts of projects, analyse project rationale and the Bank’s value addition to each project.
4. Knowledge sharing and incorporation throughout the project cycle to benefit from lessons learned from the Bank’s project portfolio.
5. Conduct research to establish a strong and clear criteria and rationale for a project’s selection, incorporating and Bank-wide knowledge, the region’s macro and sector developments, and in line with the Bank’s General Strategy and Country Partnership Plan (CPP).
6. Monitor and supervise the implementation of projects in the region. Conduct site visits during the project implementation phase, facilitate disbursements, monitor key project deliverables and disbursement milestones and report on on-going performance of the region’s portfolio.
7. Join the project appraisal (due dilligence) missions to enhance and contribute to the aspects that influence the smooth implementation of the project.
8. Support the ESG Department in monitoring environmental, social, procurement and governance related aspects in the implementation stage of projects and in the dialogue with civil society organizations.
9. Prepare project implementation reports and flag critical implementation issues to the management with a problem-solving approach. Provide feedback to effect improvements in policies, guidelines processes and systems.
10. Support the Project Portfolio Management Department in the preparation of project completion reports.
11. Manage client relations and build the Bank’s relationships with stakeholders in the region. Report to the Management regularly on any progress and updates on regional partnerships.
12. Carry out project information disclosure as per policies and guidelines of the Bank in close cooperation with Corporate Communication Division.
13. Carry out additional duties delegated by the Bank’s headquarters assigned from time to time.
REQUIREMENTS FOR THIS JOB
POSITION REQUIREMENTS AND COMPETENCIES
1. Minimum of 5 years of relevant professional working experience in an international financial institution or regulated large private/public sector financial institution or multilateral development bank or regional development financial institution or state-owned enterprises or infrastructure companies, consulting firms/contractors.
2. Hands-on experience in the area of infrastructure finance and project management, particularly with expertise in one or more infrastructure sectors.
3. Proven analytical and problem-solving skills and proven ability to apply these in identifying issues and contributing to resolution of project implementation issues.
4. Track record of identification, preparation, structuring, preliminary assessment of projects.
5. Strong analytical skills with the ability to interpret financial information and analyse and assess project viability.
6. Familiarity with the economic, social and political context of the region.
7. Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration.
8. Proficiency in English (reading, writing and listening) is a pre-requisite.
9. Good problem-solving, communication and interpersonal skills for outreach to key stakeholders including client governments, academia, civil society organizations, media, other development partners and other Bank divisions.
10. Master’s Degree or equivalent in a relevant field preferably in business administration or finance or economics or engineering from a reputed university. Relevant certification/s from globally recognized certification agencies in a relevant field would be preferred.
