PURPOSE OF ROLE 1. Reporting to Director General, Project Portfolio Management or any other manager as the Vice -President and Chief Operating Officer (VP and COO) may designate from time to time, this position is responsible for origination, preparation and monitoring of Bank’s operations in NDB member countries of East Asia and Pacific. 2. The responsibilities include client relations, coordination of the country programme, carrying out project origination and preparation, as well as supervision of the implementation of both private and public sector operations in NDB member countries of East Asia and Pacific, in close coordination with Operations Vice-Presidency (OPS) departments. 3. The incumbent performs certain functions under supervision and guidance of the head of the task team assigned by the head of the Project Portfolio Management Department. SPECIFIC RESPONSIBILITIES include but not limited to: 1. Build and deepen the Bank’s relationships and partnerships with stakeholders in China and other NDB member countries of East Asia and Pacific. 2. Manage client relations and identify potential partnerships. Report to the OPS Management regularly on the progress and updates on regional partnerships. 3. Contribute to business development, project origination (including initial project preparation and technical assistance), and project selection in China and other NDB member countries of East Asia and Pacific in close coordination with other OPS departments. 4. Establish strong and clear rationales and criteria of project origination and selection, incorporating past operational experiences, the region’s macro and sector developments, and Bank-wide knowledge. 5. Engage with different stakeholders and potential clients to develop a working pipeline of projects for NDB; 6. Report regularly to the OPS Management the pipeline for NDB member countries of East Asia and Pacific. 7. Contribute to the development of Country Partnership Plans, supported by other OPS departments and in close collaboration with other organizational units of the Bank 8. Work closely with Public Sector Department and Private Sector and Non-Sovereign Transactions Department, including supporting project appraisal and efficient transition from project processing to implementation stage. 9. Monitor and supervise implementation of projects in China and other NDB member countries of East Asia and Pacific. Conduct site visits during the project implementation phase, facilitate disbursements, monitor key project deliverables and disbursement milestones and report on on-going performance of the region’s portfolio. 10. Support and collaborate with the ESG Department in monitoring environmental, social, procurement and governance related aspects in the implementation stage of projects and in the dialogue with civil society organizations. 11. Prepare regular project implementation reports. Flag critical implementation issues timely to the OPS Management with a problem-solving approach. 12. Prepare project completion reports, in alignment with applicable NDB policies and procedures in consultation with Desk for Project Portfolio Management. 13. Carry out project information disclosure as per policies and guidelines of the Bank in close cooperation with Corporate Communication Division. 14. Carry out additional functions assigned by the head of the Project Portfolio Management Department and/or VP and COO.

REQUIREMENTS FOR THIS JOB |
1. For Professional, minimum 5 years of required work experience; for Senior Professional, minimum 7 years of required work experience; and for Principal Professional, minimum 9 years of required work experience. 2. Required work experience includes permanents staff positions in multilateral development banks (MDBs) or governmental agencies (central or provincial department of finance or reform and development commissions) on positions focused on selection, preparation and implementation of projects financed by MDBs, or national level think tanks or research centres focused on the key NDB sectors as outlined below. 3. Substantial experience in projects and infrastructure financing in one or several sectors: clean energy, water, waste and sanitation; transport; urban development, environment protection and energy efficiency; health and education. 4. Ability to perform effectively as a mission leader, exercising supervision, coordination, and planning responsibilities over multi-disciplinary teams. 5. Strong organizational and project management skills to perform day-to-day management of large and complex project portfolio. 6. Excellent verbal and written communication skills in English. 7. Strong skills in MS office software. 8. Good problem-solving, communication and interpersonal skills with high resilience and drive in achieving objectives and goals. High desire for innovation and learning. 9. Relevant experience in a multi-cultural work environment fostering a climate of teamwork and collaboration. 10. Master’s degree or equivalent in Finance, Economics or Engineering. Relevant certification/s from globally recognized certification agencies in the related field would be preferred.
