JOB DESCRIPTION
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.
GIZ International Services is preparing for the EU-funded tender: „Technical Assistance to the Access to Justice Programme” in Malawi in forecast stage.
1. The Access to Justice Programme will provide support to justice sector institutions through the Ministry of Justice. Justice sector institutions include the Judiciary, Police, Prisons, Malawi Human Rights Commission, Office of the Ombudsman and Legal Aid Bureau.
2. This proposed service contract will provide technical assistance to the institutions in the effective implementation of all the objectives/activities under the programme.
3. The contractor will also be responsible for providing the long and short-term needed TAs and for the overall supervision, coordination and monitoring of the Access to Justice Programme.
REQUIREMENTS FOR THIS JOB

YOUR PROFILE
Qualifications and competences
1. M.A. in International Law , Justice Reforms or similiar (Preferably a post-graduate degree)
2. Excellent communication skills with good command of both spoken and written English;
3. Fully conversant in digital communication and software use

General professional experience
Over 15 years projects related to justice reform, access to justice, governance and domestic accountability, with extensive experience and knowledge of best practices in good governance and justice system reforms

Specific professional experience
1. More than 6 years in managing and monitoring development cooperation programmes and/or TA including programme estimates/grant to Government entities
2. More than 2 long-term experiences embedded in ministries or national Implementing agencies (e.g. Ministry of Interior and Ministry of Justice, National Human Rights Commission) with demonstrated capacity of ensuring effective and efficient coordination among the stakeholders experience in providing policy advice on and implementing sector-wide approaches (SWAP’s) in support of good governance and justice
3. Experience in countries with common law
4. Strong experience in institutional capacity development, knowledge of transfer skills for capacity building activities
5. Experiences with EU funded programs and knowledge of project cycle management and EU/EDF procedures is considered an asset ;
6. experience in supervising EU-funded grants for civil society
7. Preferably demonstrable experience in negotiation and team building skills;
8. Demonstrable experience in implementing sector-wide approaches in support of good governance will be an added advantage
