JOB DESCRIPTION
Morocco's digital transformation has made significant progress in recent years, driven by a combination of government programs and private sector efforts. Morocco ranks 62nd out of 140 in global mobile internet speeds, making it the fastest mobile broadband data in Africa. However, the digitalization of government services has known very slow progress, with citizens in Morocco spending an average of 50 hours a year interacting with the public administration and for the most part rate them as very unsatisfactory. Today, Morocco has set itself ambitious goals to use the digital transformation of public administration as a motor for sustainable development, with a goal of digitalizing all public services by 2030. The project Digital transformation of the Moroccan administration will support these ambitious governmental efforts. You will be the lead of this project and closely advise the partners and the ecosystem. You are responsible for the successful implementation of the project in close coordination with our clients and our partners, while achieving an open, trusting and technically sound cooperation with them.

YOUR TASKS
1. You lead the employees of the team in accordance with GIZ’s understanding of leadership and will cultivate appreciative leadership
2. You will manage the project from a technical, commercial and administrative perspective and will be responsible for budget management, financial planning, monitoring, evaluation and reporting to all clients
3. You will closely collaborate with other digital projects with the same partners and/or similar objectives
4. You will closely collaborate with and support the development of the Digital Delivery Unit, GIZ Morocco’s in-house consulting unit on digital projects
5. You will proactively contribute to the project's management team and be prepared to take on higher-level tasks such as managing and supporting networks, cooperations, initiatives and working groups
6. You will intentionally develop the project strategically and conceptually as well as acquire additional funds
REQUIREMENTS FOR THIS JOB

YOUR PROFILE
1. Completed studies in the fields of humanities, social sciences, political sciences, economics or communication sciences or in a comparable field of study
2. Work experience in project consulting and design, especially on digital products, solutions and approaches as well as in international development cooperation, also abroad and ideally in French-speaking contexts
3. Experience in disciplinary staff management of teams based on a progressive understanding of leadership and application of agile working methods
4. In-depth knowledge of approaches to eGovernment services, IT norms and standards, innovation in public administration, ecosystem approaches with the private sector and the tech ecosystem
5. Work experience in advising political partners on digital transformation issues, with relevant experiences in the field of innovation promotion and the establishment/management of networks, partnerships and ecosystems
6. Knowledge of corporate processes, procedures and methods in the context of public administration reform and digital transformation, with good networking with other divisions/departments in Headquarter and with other external structures
7. Dedicated, reliable team player with good diplomatic and intercultural skills and a sound awareness of gender issues
8. Strategically and analytically thinking and acting and ability to grasp new concepts rapidly and prioritise key topics
9. High motivation and excellent communication skills
10. Business fluency in French, German and English
