PURPOSE OF JOB
To provide technical leadership in carrying out competent assessment of the economic governance and management situation in individual African countries, including their compliance with agreed norms and standards contained in the Declaration on Political, Economic and Corporate Governance.

MAIN FUNCTIONS
1. Provides technical support in the preparation and implementation of programmes developed out of the Division’s strategic plan
2. Ensures effective coordination and implementation at various levels
3. Liaises with Member States, Regional Economic Communities (RECs), and other stakeholders on relevant matters
4. Prepares and develops reports, budget and work programmes related to the functioning of the Division
5. Provides technical support for the development of resource mobilization strategy with stakeholders coordination
6. Manages and supervises employees under his/her supervision with regard to organization and performance evaluation.
7. Conducts complex analysis and generate accurate reports in a timely manner for the Division and AU’s internal use.
8. Liaises with the various Departments/Units of the Commission for coordination and alignment purposes
9. Prepares budgets for the Division in accordance with relevant frameworks. Support the promotion of the activities of the Division including preparing leaflets, guidelines and fact sheets as may be required.
10. Actively contributes to the development of strategies, policies, programmes and plans

Specific Responsibilities
1. Prepares and maintains information on standards and codes listed in the Declaration on Democracy, Political, Economic and Corporate Governance, as they relate to Economic Governance and Management in individual member states;
2. Oversees the development of indicators related to Economic Governance and Management;
3. Organises the compilation of relevant data and information on such aspects as policies to promote sustainable development, and their reliability and credibility; management of public finance, and economic integration policies, programmes and projects;
4. Provides up to date information on countries preparing for or engaged in review processes with respect to their economic situations and policies, including measures to achieve higher and broad-based economic growth, and sustainable development.
5. Organises the provision of necessary inputs to the preparatory process of country reviews, as they relate to EGM, including drafting of relevant documents such as Background Papers and Issues Papers;
6. Participates in the selection of experts in Economic Governance and Management to be recruited as team members of the Country Review Mission (CRM);
7. Participates in the country review process and provide the CRM with relevant economic expertise;
8. Organises, prepares and provides the necessary inputs to the workshops, seminars, etc on experiences sharing as they relate to EGM.
9. Liaising with relevant stakeholders in member states to advance economic governance principles and practices.
10. Organises technical meetings with stakeholders in the area of Economic Governance and Management
11. Provides professional leadership and/or mentor and supervises the work of junior officers, contract staff, etc.
12. Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
13. Contributes to activities related to budget funding proposals, (programme/project preparation and submissions, progress reports, etc.) and prepares related documents/reports.
14. Performs other duties as required
REQUIREMENTS FOR THIS JOB
ACADEMIC REQUIREMENTS AND RELEVANT EXPERIENCE
1. Master’s Degree in Economics, Macroeconomics, International trade, Public finance or related fields with 7 years experience in a related area of which 3 should be at expert level
OR
2. Bachelor’s Degree in Economics, Macroeconomics, International trade, Public finance or related fields with 10 years experience in a related area of which 3 should be at expert level

1. Be familiar with the African Union, in particular the purpose and objectives of the African Peer Review Mechanism (APRM) process as a whole, and specifically with global and regional development goals;
2. Proven professional experience in the field of economic governance on economic issues preferably in an African context.
3. Demonstrated track record in micro, macro- economics and policy analysis
4. Political economy analysis and the interplay between governance and economics;
5. Excellent presentation, writing and communication skills;
6. Excellent interpersonal skills and ability to work in multi-cultural environments.

TENURE OF APPOINTMENT:
The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

Proficiency in one of the AU working languages (Arabic, English, French, Portuguese, and Spanish) and fluency in another AU language is an added advantage

REMUNERATION:
Indicative basic salary of US$37,453.00 (P3 Step1) per annum plus other related entitlements e.g. Post adjustment (57% of basic salary), a Housing allowance of US$ 21,832.68 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.
