JOB DESCRIPTION
The regional project "Pan-African E-Commerce Initiative" (PeCI) commissioned by the Federal Ministry of Economic Cooperation and Development (BMZ) aims to strengthen an enabling environment for cross-border digital trade in selected countries of the African Continental Free Trade Area, especially for the benefit of micro, small and medium-sized enterprises (MSMEs). For this purpose, the project supports intermediary organisations in the training of MSMEs on digital trade. In East Africa, it assists the East African Community in the implementation of its regional e-Commerce Strategy, while assisting the Smart Africa Secretariat with the implementation of the blueprint for electronic payment systems on a continental level and of the blueprint on e-commerce. Finally, the project supports regional exchanges on lessons learned and innovative approaches to MSMEs’ participation in digital trade in Africa. Rwanda is one of the countries where PeCI has been implemented in the previous three years and will be continued until end of 2025.

YOUR TASKS
1. Steer the project’s service package in Rwanda with a strong focus on technical quality and financial accuracy
2. Integrate the project into the portfolio on Sustainable Economic Development in Rwanda
3. Support the implementation of e-Commerce and cross-border e-Payment strategies in Rwanda and at the regional level
4. Steer multi-stakeholder processes with strategic partners such as Smart Africa, the East African Community, and national ministries
5. Support the development of expertise within GIZ on cross-border e-Payments and e-Commerce
6. Support portfolio development for the sustainability of project interventions and expansions into new year’s, and raise the profile of e-Commerce as a theme in German and European development cooperation
7. Build partnerships and networks with public and private stakeholders across the e-Commerce ecosystem
REQUIREMENTS FOR THIS JOB

YOUR PROFILE
1. Master’s degree in economics, finance, commerce, public policy, information and communications technologies or a related field
2. Experience in the financial and technical management of projects or service packages, including in-depth knowledge of processes and regulations to be adhered to in publicly funded projects
3. Several years of experience in implementing trade, digitalisation, and regional integration projects in least developed or developing countries
4. Proven technical experience working with the private sector and central banks on cross-border payment topics
5. Experience in coordinating policy implementation at a regional or continental level in Africa
6. Resilient, quick learner, and able to build and foster strong relationships with a variety of stakeholders
7. Experience with other donor processes e.g. EU would be a plus
8. Business fluent in English and German; French language skills would be a plus
