ABOUT ICARDA
The International Center for Agricultural Research in the Dry Areas (ICARDA) is a treaty-based international non-profit research organization supported by CGIAR. ICARDA’s mission is to reduce poverty, enhance food, water, and nutritional security, as well as environmental health in the face of global challenges including climate change. We do this through innovative science, strategic partnerships, linking research to development and capacity development that take into account gender equality and the role of youth in transforming the dry areas. ICARDA works in partnership with governments, universities, civil society, national agricultural research organization, other CGIAR Research Centers, and the private sector. All CGIAR Centers are currently engaged into a reform process (“One CGIAR’”) that will help ICARDA and CGIAR achieve better impact through more strategically integrated research, unified governance, an integrated structure and new research modalities across participating Research Centers. This transformation is supported by CGIAR donors who have committed to increased funding as a result of these reforms. 

MAIN PURPOSE OF POSITION:
1. The Human Resources (HR) Officer position oversees and supports a wide range of institutional activities as the India-based representative of the HR Department, provides support to India Regional Coordinator, and is the focal point for administrative interactions with Indian authorities and other international organizations.
2. The HR Officer works closely with research and research support teams, other senior corporate services colleagues in India and their teams and counterparts in other offices.
3. The post holder is a proactive member of the global corporate services team.

MAIN RESPONSIBILITIES
1. Provide logistical support in recruitment and selection process for staff, consultants, students, and interns in India as needed, participate in interviews panels as required.
2. Ensure smooth and effective conduct of the induction program for new staff members appointed or relocated to India,
3. Manage the separation process of staff in India, ensuring the process is carried out in a robust and timely manner,
4. Establish and maintain accurate and current personal files of all NRS (Nationally Recruited Staff) Staff (existing and former employees),
5. Ensure that all staff have valid ID Cards, their official residency and work permit documents are accurate and that any due payments are timely proceeded ,
6. Serve as the focal point between ICARDA and social security office, update record and send monthly lists.,
7. Provide support to performance management, training, employee relations, and other HR related matters and events in India,
8. Support the management of disciplinary and grievance issues.
9. Maintain, document and update regular employment contacts,
10. Record all absences and medical certificates, on the HR system & file accordingly
11. Answer employees' queries about HR-related issues
12. Support any other task required by the Director of Human Resources and Administration.

Serve as the Safety and Security focal point in India
1. Ensure that staff and complementary staff are well aware of security and safety measures in effect in India,
2. Regularly review and take actions to ensure ICARDA facilities in India comply with safety and security regulations and standards applicable under Indian law and generally ensure the security and safety of its staff and assets,
3. Serve as the focal point for interactions with the security company and the host organization on security and safety matters,
4. Maintain a system for emergency alerts through mobile devices,
5. Keep an updated list of major health and safety service providers,
6. Keep oneself updated on the safety and security situation in India and escalate to Country Manager and Director of Human Resources and Administration as needed,
7. Assist the Country Manager to ensure safety and security measures are implemented consistently across all activities of ICARDA in India,
8. Coordinate with HQ for any assistance needed for emergency support.
REQUIREMENTS FOR THIS JOB
EDUCATION, QUALIFICATIONS, AND EXPERIENCE
1. Master's degree in human resources, Business Administration, Industrial and organizational psychology, or a relevant field from a reputable university.
2. At least 5 years’ experience in Human Resources Management obtained in a consulting firm, an international organization or international NGO (nongovernmental organizations), or similar multi-project work environment.
3. Full awareness of Indian labor & employment laws.
4. An effective and energetic team player, with excellent communication and interpersonal skills, able to work effectively in a multidisciplinary and multi-cultural environment.
5. Excellent command of the English language, both written and spoken.
6. Proficiency in the use of MS packages (Outlook, Excel, Word, PowerPoint ... etc.)
7. Experience working on an ERP.

TERMS OF APPOINTMENT, SALARY, AND BENEFITS
This is a nationally recruited position available for Indian nationals for which ICARDA offers an attractive compensation package including a competitive salary, medical insurance, 30 days of annual leave, five months’ maternity leave, 15 days’ paternity leave. The successful candidate will be offered an initial contract of 3 years. The contract will be renewable subject to continued need for the position, the availability of funds and satisfactory performance.
