JOB SUMMARY
1. The jobholder deputises the Lead, West Africa and AfCFTA and provides support for the management and delivery of country programmes in Cote d’Ivoire, Ghana, Togo, Benin and Nigeria as well as supporting the Lead, West Africa and AfCFTA with fund raising in these countries and in the region including other ECOWAS and UEMOA partner states.
2. S/he is responsible for all aspects Project Cycle Management for the overall portfolio of projects including business planning, oversight of implementation together with technical leads and ensuring quarterly reporting is undertaken for the National Oversight Committees and for the donors.

ROLES AND RESPONSIBILITIES
Strategy development and implementation
Working in close collaboration with the Lead, AfCFTA and West Africa, the Programme Manager will:
1. Support the design of programmes & projects, including production of necessary documentation (Programme Appraisal Reports, Concept Notes, Business Plans, Results Frameworks, Terms of Reference) and their approval by TMA’s governance structures (Peer Review Groups, National Oversight Committees and Project Steering
2. Committees)
3. Ensure high quality outcome level results are attained from priority projects as determined from time to time by the Lead, West Africa and AfCFTA as well as to ensure programmes are aligned with the TMA Corporate Strategy III and Results Framework;
4. Support country programme fund raising and resource mobilisation, including monitoring donor priorities, drafting concept notes and proposals. Support West African countries realise additional funds from existing and new donors;
5. Ensure good practice Programme Cycle Management (PCM) is followed by the whole team in terms of project design, procurement & contract management, outcome/output-based planning, reporting and financial management, and results-oriented monitoring, learning and evaluation, and risk management;
6. Ensure compliance with grant management procedures and guidelines including appraisal, selection, implementation, reporting and closure; and
7. Explore new areas for support that are in line with the TMA Strategic plan.

Strategic partnerships/relationships
1. Support the Lead, West Africa and AfCFTA in developing and maintaining strong working relationships with programme stakeholders, including ECOWAS and UEMOA partners, donors, government counterparts, private sector actors, civil society, research organisations and other development partners as well as other relevant projects and initiatives supported by TMA. Support key stakeholders in critically examining capacity needs and develop proposals in line with TMA strategic objectives.
2. Identify forums where TMA can make relevant contribution and raise our profile on issues related to regional integration and trade. In the Lead, West Africa and AfCFTA’s absence, represent TMA at these forums and/ or develop material that will be used for this engagement.
3. Liaise with the Lead, West Africa and AfCFTA and colleagues in the Technical Teams to analyse national strategies for regional integration and their implications and advise accordingly.


Monitoring, evaluation, learning and dissemination
1. Ensure good practice monitoring, learning and evaluation is used throughout the programme cycle from design and throughout implementation.
2. Provide analytical reports on developments by Ministries, Departments and Agencies (MDAs) in response to regional integration and their implications.
3. Contribute to the development/ revision of tools and procedures to document and share knowledge, incentivise staff/ teams and enforce compliance and standards advice on appropriate response action.
4. Participate in regular informal and formal reflection, knowledge sharing and learning events.
5. Document lessons learned and best practices for knowledge sharing and learning.
6. Oversee the preparation of regular project and financial progress reports and provision of regular ad hoc briefings and updates for the Lead, West Africa and AfCFTA , Senior Leadership Team, and other TMA oversight bodies.
7. Actively contribute and participate in external mid-term reviews or impact evaluations as required.
8. Support media and communications activities to ensure visibility of TMA at the national level.

General
1. Apply the highest standards of controls and risk management practices and behaviours and embed a positive risk and control culture.
2. Demonstrate prudence, sound judgement and appropriate and timely escalations in management of all types of risk (including fraud risk) applicable to the role.
3. Understand and comply with the relevant end-to-end processes including applicable risks and controls.
4. Seek to identify, understand and escalate risk events/ incidents/ issues on a timely basis focusing on fixing rootcauses and taking ownership of identified mitigating actions.
5. Complete all relevant mandatory trainings within the stipulated timelines.
6. Promote and adhere to TMA’s core values and ensure compliance with organisational policies and procedures.
7. Maintain zero tolerance to bribery, fraud and corruption, and ensure the immediate reporting of any corruption or suspect behaviour that threatens TMA’s reputation.
8. Adhere to the safeguarding policies and procedures and immediately report any safeguarding concerns.
9. Any other related responsibilities that may be assigned by the line manager from time to time.
REQUIREMENTS FOR THIS JOB
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
1. An undergraduate or postgraduate degree in either Business Administration, Economics, Development Studies, International Trade, Planning, Finance or related field.
2. Qualifications in project planning and management are an added advantage.

Work experience
1. Undergraduate degree holders will have at least 10 years of relevant working experience (at least eight years of relevant working experience in programme management is required for postgraduate degree holders).
2. Three years of management experience
3. Experience in managing complex and diverse projects, including conducting baseline assessments and evaluations and identifying impactful interventions in varied projects.

Technical skills and behavioural competencies
1. Good understanding of the development sector in West Africa and key national contexts as relating to regional trade and integration.
2. Good understanding of West African national and regional socio-political and economic contexts.
3. Strong programme management skills.
4. Ability to mentor and build capacity of programme teams to ensure a broad understanding of key concepts within the organisation.
5. A self-motivated individual who can work both independently as well as part of a team.
6. Excellent oral and written communication skills, including written, analytical, presentation and reporting to effectively communicate and articulate key issues in both French and English;
7. Ability to establish and maintain strong partnerships with key internal and external stakeholders.
8. Ability to influence, network and build sound, productive working relationships and networks.
9. Strong strategic thinking, formulation and implementation skills including the ability to communicate strategy and impact concisely and simply.
10. A self-motivated individual who requires minimal supervision.
