JOB SUMMARY
This is an exciting opportunity to drive real change in a sector that will have a major impact on carbon emissions in the coming decade, in particular in Africa. New technologies and approaches are combining with dual-faceted economic and climate pressures that are accelerating the need for reform, as well as offering innovative options to deliver this. TMA is at the heart of driving these reforms in the trade facilitation space and is ambitious in expanding its results.

1. The Director for Green Trade will provide leadership, support and expertise in climate change, climate finance, and environmental management across TMA’s portfolio.
2. S/he will have primary responsibility for delivering TMA’s Green Trade Strategy, and for the organisation’s achievement of green targets in its overarching Strategy, addressing both climate adaptation and mitigation in TMA operations.
3. S/he will ensure that TMA’s key projects are underpinned with sound environmental appraisals and policies, considering climate change and other environmental considerations, in keeping with national policy, development partner policies, legislation and international best practice. This will include monitoring of climate change effects on greenhouse gas emissions in core areas where TMA is active.
4. The Director will shape design and provide technical oversight in implementation of TMA “green” projects. At the same time, they will actively look for opportunities for climate change mitigation by promoting climate resilient and low carbon growth opportunities, working closely with TMA’s partners and teams.
5. In order to potentially finance climate mitigation and adaptation activities in the trade sector, the Director will make use of TMA’s capacity at developing business plans, experience in building infrastructure, and close working relations with partners, in order to develop environmentally sustainable, climate resilient, and low carbon programming that would attract i climate funding.

Shape existing programming – provide technical support to project teams and partners on approaches to ensure trade facilitation approaches are climate resilient, address key adaptation challenges, and mitigate carbon impacts of increased trade; shape approaches and manage components of programmes related to climate impacts.

Knowledge management – ensure TMA is implementing and disseminating global and regional best practice in greening trade through the establishment of communities of practice and other knowledge sharing and learning frameworks.

ROLES AND RESPONSIBILITIES
Responsible for the management, oversight and integration of climate and environment considerations into TMA’s work in support of the green trade element of TMA’s 2023-2030 Strategy. S/he will work closely with all TMA regional and country teams as part of the Business Competitiveness Department.
The core responsibilities are outlined below:

Ensure environmental best practice within the organisation.
1. Review and revise environmental sections of TMA’s ESG policy, ensuring adherence to various national environmental legislation and international environmental management best practice for all TMA’s activities.
2. Develop all necessary tools to support implementation of TMA’s ESG policy including project screening and risk monitoring, impact assessments and reporting frameworks.
3. Train all relevant TMA staff to improve organisational capacity and understanding on climate change and environmental considerations in trade.
4. Ensure that TMA is complying with best practice for environmental management, including by ensuring that Environmental Impact Assessments (EIA), Strategic Environmental Assessments (SEA) and Environmental Audits undertaken when appropriate, are of high quality, are updated when necessary, and are adhered to.
5. Develop and support the implementation of a Green Policy to inform TMA’s operations, to minimise the direct impact of TMA’s activities (travel, energy use, etc.) on the environment.

Design and deliver robust mitigation and adaptation programming in the trade sector.
1. Identify and develop climate change mitigation and adaptation approaches in the trade sector, focused on achieving TMA’s corporate climate targets as part of its 2023-2030 Strategy.
2. Develop new institutional relationships and expand existing ones, with organisations active in climate change programming in the trade sector and involved in international climate financing.
3. Actively fundraise for the Green Trade programmes including through Carbon Credit schemes.
4. Lead the design and implementation of TMA Climate Change & Environment programmes (and elements of broader programmes).
5. Review and develop policy, guidelines, materials, and mechanisms to ensure TMA programming delivers on strategic ambitions, including environmental screening tools.
6. Support TMA staff through awareness on mitigation of climate change risks and enhancement of environmental opportunities.
7. Provide high quality climate change and environment advice across TMA’s projects and activities.
8. Support TMA staff to address climate risks which threaten current and planned projects.

Enhance TMA’s thought leadership on climate in the trade sector
1. Establish, with partners, systems to measure and monitor greenhouse gas emissions and environmental parameters in the trade sector, developing robust models that stand up to peer review to quantify TMA’s contribution to reducing emissions, as well as offering application more widely as a public good.
2. Working with TMA’s Strategy and Results Team, develop analysis and research into climate change impacts on the trade sector, and trends in its contribution to emissions and ways to tackle this, working with partners as appropriate, and disseminating findings; to advocate for reform.
3. Using TMA’s extensive practical experience, develop and socialise innovation within the organisation and with partners, in driving adaptation and mitigation within trade facilitation.

Organisational positioning
The Director, Green Trade will work within the Business Competitiveness Department, which is at the centre of TMA’s expanding work on Value Chain development and export growth.
REQUIREMENTS FOR THIS JOB
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
1. A relevant undergraduate degree preferably in natural resources, energy, environment, engineering, or a climate change related field is required; and
2. A post-graduate degree and professional qualifications in a related field will be an advantage.

Work experience
1. Undergraduate degree at least twelve years’ and postgraduate degree holders at least ten years’ of relevant experience.
2. Five years of leadership and management experience
3. At least ten years’ experience of working on climate change/environment issues or climate finance is required, including:
1) Experience of working in an international and multi-cultural context, with a proven track record of delivery.
2) Experience of conceptualising, designing, and delivering development programming, particularly in Africa.
3) Experience of working effectively with development partners, national Governments, and policy development agencies.

1) Proven ability to work effectively in a matrix structure, coordinating and driving delivery of results from diverse teams, some of which are not in your direct management chain.
2) Credible in technical and political environments, able to create consensus and proactively develop strong collaborative relationships with development partners, high ranking government officials and policy/academic-focused stakeholders.
5. Ability to work in the French language would be an advantage.
